Public Comment: Constanza Pachon, MBA - CEO at The Whole Child
Good evening, my name is Constanza Pachon. I am the CEO at The Whole Child, a
non-profit organization providing housing and mental health services to vulnerable families
in the region. On behalf of our Board and staff, I would like to thank the Council, staff,
and residents of the City of West Covina for your partnership. We are proud to be a
part of and serve the West Covina community with a housing and parent enrichment
program.
I would like to share impact results and update you on our newest service available to
West Covina residents.
Last year, The Whole Child served nearly 4,000 families, including West Covina residents.
Services included:
• Nearly 45,000 hours in mental health therapy for children, including therapy for 3
West Covina children.
• We delivered parent enrichment resources to nearly 350 families, including 18 West
Covina families with children ages birth to 5. We have a dedicated office here in
West Covina to be able to provide this service to local families.
In addition, The Whole Child provided housing services to more than 1,500 families facing
homelessness. We provided permanent housing placements to 360 families.
For nearly 2 years, we have provided our Parent Enrichment program here in West
Covina. Our aim is to strengthen the well-being of children through stable parent -child
relationships and encourage parents and other caregivers to have active roles in supporting
the developmental and emotional needs of their children.
Our newest service for West Covina and other San Gabriel Valley residents is called
Bringing Families Home. We work to prevent or divert local families from homeless or
provide what is called "rapid re -housing" to help families avoid a long-term homelessness,
with support services delivered by our staff.
As initiatives such as Project Room Key bring much -needed help to house vulnerable
homeless individuals, we ask elected officials and residents to also keep homeless
families in mind. While we might not see homeless families sleeping on the streets, they
are here; in cars and other sub -standard accommodations. Part of The Whole Child's
mission is to bring light to their plight.
We would love the opportunity to come back and keep you informed of our progress. We
continue to value the opportunity to partner with your social services staff and other
agencies in your city for the benefit of your residents.

Good evening Mayor, Council members and staff,
At their most recent meeting, the Planning Commission, by a 3-2 margin, voted to allow an enclosed patio structure
addition that was built illegally, without permits or inspections. The addition is also not in compliance with Design
Review guidelines in that it is a full 2 ft taller than the main house, which is the guiding standard.
Due to the fact that our Code Enforcement officers routinely cite and fine property owners for doing exactly what the
Commission allowed, I am concerned that the City might be exposed to litigation by those who have been fined. Also,
Planning Commission approval does not absolve the property owner of meeting building and safety requirements. So,
will the City be inspecting the work to ensure it is safe, now and in the future?
Also, I want to thank Commissioners Lewis and Williams for correctly voting no on this project.
