Hello, this is Angela Ramones, I live in La Puente, California (zip code 91744). 1 am sending this message because I have seen photos and read accounts of people living in West Covina (specifically District 1 and 3) who have experienced homophobic and racially driven hate crimes over the past few months. I feel that these extreme demonstrations of homophobia and racism should have warranted an emergency meeting, but it is only being discussed now. I hope that the city council in West Covina will create a HEAR Commission that focuses on seekingjustice and equity for all residents living there. HEAR Commissions have been put in place in places like San Gabriel with success, and I hope West Covina follows their footsteps to ensure that the minorities that are part of our community feel protected, respected, and appreciated. Hello City Council, The hate crimes committed against LGBTQ+ members of our community are disgusting and should not be tolerated. Everyone in West Covina should have the right to live comfortably and safely in their homes. I support Change West Covina's proposal of a HEAR committee. There appears to be a lack of leadership within our city government that is dedicated to holding our city accountable to ensure equitable and socially just action. These hate crimes are not one time occurrences, and if you do not act to denounce such actions you are sending the message that these acts are excusable. Residents also should not be expected to be protected under Police. I don't want to see bigotry in my hometown. Please consider creating a HEAR committee. My name is Jerry Paulson and I have been a resident of West Covina for the last 7 years. Since the last city council election in November 2020 1 have taken an interest in what is occurring in our great city. I must say I was disgusted to see that the city is considering implementing a local health department, yet our city council sits less than 6 feet away from each other, without masks. The California Department of Public Health (CDPH) and Cal/OSHA on several occasions have stated that partial partitions are not a replacement for face coverings/masks or should not be used in lieu of masks. How does it look that our city council and staff can not interpret a simple directive, but yet the city wants to run a local health department? It is completely absurd to think our city staff could run a health department. I understand that no one on the city council may hold a Masters in Public Administration or be a Certified Industrial Hygienist, but this directive is much simpler to interpret than those Environmental, Health and Safety regulations the city wishes to enforce. To add insult to injury, the Doctor who would like to guide our city through the process of creating a health department, never corrected a simple safety and health hazard in front of his face. Since 2015 1 have been a whistleblower on Andre Quintero and Team El Monte's embezzlement of $10 million from the El Monte Promise Foundation scholarship fund. I have interviewed dozens of El Monte residents who have privately confirmed that Promise funds were used for fraudulent trips to Vietnam and Haiti, a bogus consultant in Salt Lake City, house repairs, and other criminal activities. I have myself been interviewed by the FBI about two dozen times. I wanted to speak on the homeless issue in district 2. After bowlero was smart enough to block off their front entrance we've noticed quite a few cars move into the neighborhood. They have now moved onto Service Street, on West Christopher Street, and now on my Street of Blue Ash Road. We've noticed a few trailers and cars move onto the block. I have been harassed by a homeless person trying to take fruit off our trees and threaten to "kick my a**" I have called law enforcement and unfortunately they cannot do anything about it unless this person has a warrant out. I am concerned for my elderly neighbors that live alone. I don't know what you guys plan on doing about this transient situation in the area but they are now flooding the "Rero's" taco stand that has yet to still open and I've seen trash thrown all over there when passing by. How are they not going to jail for disorderly conduct or threats to a resident. The old fresh and easy doesn't smell fresh.. it smells like piss when walking into that center. We can't even walk our dogs or allow our kids to ride their bikes safely. I have a new resident on my street of Blue Ash road now. He currently has expired tags and items all over his car. He order's pizza and is now my new view when leaving to work in the morning. What more can be done? I am asking as a resident that has seen what a mess her district has turned into, and nothing done about it. The only people cleaning up trash is our local west covina take our city back team.. why isn't the city helping? I am sure if you had cars parked of Cortez that were camping that would be taken care of immediately. Why is it that a lower income part of West Covina get the assistance the higher income part of West Covina getting? Last time i checked we were all paying taxes. I'd like to begin my public comment by acknowledging the land and native peoples to whom this land belongs to as its original caretakers. This is the land of the Tongva nations, and they are still here. We stand in solidarity with all indigenous people and their right to self determination and justice. We commit to working toward the healing of the generational trauma, theft, and dispossession native people have faced and continue to face. I am making this comment demanding that our city council leaders take direct action to combat the blatant hatred and homophobia that has taken place within west covina. I am demanding that you commit to installing a HEAR (Human, Equity, Access and Relations) commission in order to address these ongoing issues. My name is Lisa Sauer, resident here for over 20 years. There are two items I would like to discuss. 1) 1 know there are separate financial meetings but why is there not at least an financial update on where we stand at every city council meeting? Also, is there a monthly variance report with explanations of over/under spend for categories which are budgeted? If so, is this available to the public? 2) I'm scared to drive in certain areas of our city yes, really scared! These shootings are even happening in broad daylight! Can we have a town hall meeting to discuss how our WCPD is handling this? I know we as residents need to be vigilant of our surroundings but just give us some reassurance of this whole thing being addressed. Thank you for your time!
