As a restaurant owner, we need people who can understand and listen to what we went through during the pandemic.
The county health department instructions have been unclear and confusing. This has been really frustrating
and confusing as I try my best to figure out what i need to do, to keep everyone safe. Unfortunately the county health
department never listened to us, and never tried to understand what we were going through. I never had a choice that
would allow me to survive this pandemic. With the county health department we needed to follow every vague instruction
or be forced to close the restaurant, while not taking into account our limited resources and specific circumstances. I think
that with a more local city health department, we would be able to talk with them better, and that they would understand
our local situations more than those of the county. This would allow for us to make better improvements. While I know this
is challenging times for everyone, we really need to build up a mutual trust to get through our current situations. I know
that the county health department is working very hard to protect us, but due to the size of their responsibilities its causing
great harm to small business and destroying our livelihoods.

I'm concerned about West Covina putting so much energy and resources to establish our own health department. If we
all do our part, we are on our way towards the finishing line of the pandemic. It doesn't seem prudent to reinvent the
wheel and break away from the LA County's Health Department at such a critical juncture. Maybe the COVID infection
rates are lower in West Covina, but we are still in the midst of new variants that have taken over California. I'm all for
finding ways to support small businesses in our area, but not at the cost of our city's already dismal financial health and
the physical wellbeing of our residents.
As for West Covina's new Zoning Code and Subdivision Ordinance, I strongly urge you to make sure that you and KTGY
Group, Inc. make sure to protect low- and middle -income residents and essential services and spaces in our community.
It's important to have racial and environmental justice at the forefront of your zoning, subdivision, and construction
processes.
Finally, I am wary about purchasing an automated license plate reader for the WCPD. It contributes to a much larger
trend of mass surveillance at the cost of personal privacy. I'm relieved that at least the Flock Safety ALPR system deletes
footage after 30 days and does not share the information with everyone else. I just want to caution you to think
carefully about the usage and make sure this information is not abused.
