HEALTH OFFICER
RECOMMENDATION:
It is recommended that the City Council establish the new job description and approve the salary grade for the
Public Health Officer position, by adopting the following resolution:
RESOLUTION NO.2021-29 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, APPROVING THE PUBLIC HEALTH OFFICER CLASS
SPECIFICATIONS AND THE PAY GRADE FOR SAID CLASSIFICATION
BACKGROUND:
As part of the City's ongoing process of maintaining its position classification plan, the Human Resources
Department, as needed, reviews job descriptions and/or salary grades to ensure that our position specifications
and compensation are in alignment with current demands and comparable with similar classifications within
the public sector labor market.
The need to establish a Public Health Officer classification results from the City Council's direction to
establish a local Health Department.
Currently, the City of West Covina receives its public health services through the Los Angeles County
Department of Public Health (County Health Department). In 1936, the City of West Covina adopted
Resolution No. 2, consenting to the enforcement of all orders, quarantine regulations, and rules prescribed by
the State Board of Health, of all statutes relating to public health and vital statistics by the County of Los
Angeles (County) Health Officer within West Covina limits (pursuant to Health and Safety Code section
101375). In 1963, West Covina entered into its current Health Services Agreement (Agreement) with the
county. Pursuant to the Agreement, the county provides health department services, including the enforcement
of all ordinances relating to health and sanitation, inspections, and related functions. The City's Health Code,
which adopts by reference the county's Public Health Code, is outlined in Article II (Health Code) of Chapter
13 (Health and Sanitation) of the West Covina Municipal Code.
On December 1, 2020, in response to complaints from residents and the business community and a desire to
provide a more appropriate response to the pandemic based on West Covina's data, the West Covina City
Council directed staff to explore methods to improve local public health — including alternatives to the County
Health Department.
On December 9, 2020, the city engaged Valley Physicians Medical Group, through Dr. P. Basil Vassantachart,

Physical Demands
While
performing the duties of this job, the employee is regularly required to sit, talk, or hear,
both in person and by telephone; use hands to finger, handle and feel computers and
standard business equipment; and reach with hands and arms. The employee is
frequently required to stand and walk and on occasion will lift up to 25 pounds. Specific
vision abilities required by this job include close vision, distance vision, color vision,
peripheral vision, depth perception, and the ability to adjust focus.
Mental Demands
While performing the duties of this class, an employee uses written and oral
communication skills; reads and interprets complex data, information and documents;
analyzes and solves complex problems; uses math and mathematical reasoning;
observes and interprets people and situations; learns and applies new information and
skills; performs highly detailed work; deals with changing deadlines, frequent
interruptions and multiple concurrent tasks; and interacts with others encountered in the
course of work, including frequent contact with customers and/or the public and
dissatisfied individuals.
Work Environment
The employee works in an office environment where the noise level is usually quiet. The
employee may be required to respond to emergency situations. The employee may be
exposed to biological hazards and disease/infestations.

On February 23, 2021, the City Council adopted Resolution 2021-15 and Urgency Ordinance No. 2476,
terminating the Los Angeles County Public Health Officer services identified in Health and Safety Code
section 101375. Staff submitted certified copies to the county by the March 1, 2021 deadline. The termination
will be effective July 1, 2021.
As the City has taken action to stop consenting to the County Public Health Officer's enforcement of health
orders, regulations, and statutes and is establishing a Local Health Department, the City is taking the necessary
steps to create the position of Health Officer within the City of West Covina. The Public Health Officer will be
an exempt position as a Department Head.
Staff recommends that the City Council approve Public Health Officer job description (Attachment No. 1), and
the following salary range for the Public Health Officer:

WHEREAS, the Los Angeles County Department of Public Health has historically
provided public health services to the City of West Covina; and
WHEREAS, the West Covina City Council desires to establish a local health department
to establish local control over public health issues and better serve the community; and
WHEREAS, as the City has taken action to stop consenting to the County Public Health
Officer's enforcement of health orders, regulations and statutes and is establishing a Local Health
Department, the City is taking the necessary steps to create the position of Health Officer within
the City of West Covina; and
WHEREAS, the Public Health Officer will be an exempt position as a Department Head;
and
WHEREAS, the Human Resources Department, as needed, reviews class specifications
and/or pay grades to ensure position specifications and compensation are in alignment with current
demands and comparable with similar classifications within the public sector labor market; and
WHEREAS, the Human Resources Department determined it is necessary to establish
specifications and compensation for the Public Health Officer classification; and
WHEREAS, on April 7, 2021, the Hunan Resources Commission reviewed and made
recommendations on minor changes to the job specifications approved the Public Health Officer
class specifications, as set forth in Exhibit A, attached hereto and incorporated herein; and
WHEREAS, on April 7, 2021, the Human Resources Commission also reviewed and
approved the salary grade for the Public Health Officer classification as set forth below; and

WHEREAS, the City Council desires to approve the Public Health Officer classification
and the pay grade for said classification.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA HEREBY RESOLVES AS FOLLOWS:

JOB SUMMARY
Under administrative direction, plans, directs, and coordinates activities of the Public
Health Department; implements policies and establishes procedures related to public
health and related community services; directs the development and administration of the
department budget; serves as a member of the citys executive leadership team; performs
related duties as required. This position may will function as the designated Public
Health Officer of the City.
This position reports to the City Manager and is responsible for the overall planning,
administration, and operation of the Public Health Department. The Public Health Officer
will assist in establishing the citys Health Department.
The Public Health Officer is expected to exercise independent judgment, wisdom,
common sense, and initiative in establishing efficient and effective departmental
operations consistent with City Council policies and administrative guidelines established
by the City Manager. The Public Health Officer will

the city, which at times may not have a direct impact on their area of specialization.
ESSENTIAL FUNCTIONS
The duties listed below are intended only as illustrations of the various types of work that
may be performed. The omission of specific statements of duties does not exclude them
from the position if the work is similar, related, or a logical assignment to this class.
Provides overall medical direction and guidance for the Public Health Department
and is responsible for enforcing local health orders and ordinances and regulations
prescribed by the State Department of Health Services and the State relating to
public health.
Plans, directs, and coordinates various public health and environmental health
programs of the city in conformance with the Health and Safety Code of the State
of California, the city's health and sanitation code, and other related laws,
standards, and regulations.
Directs assessment and analysis of operational and service demands and
develops comprehensive plans to ensure the highest possible quality of life for the
community; confers with legal advisors, citizens, and City officials on public health

and environmental health problems; develops and implements related policies and
procedures.
4. Directs the preparation and administration of the Public Health Department's
budget; responsible for obtaining and managing grant funding; directs the
implementation of organizational development, training, and strategic planning to
address operational needs effectively.
5. Advises and otherwise assiststhe City Manager and City Council in understanding
and developing policies governing City responses to the community,
environmental and public health.
6. Coordinates public health -related activities with those of other agencies;
establishes and maintains mutually productive working relationships with
residents, community/business groups, and other public and environmental health
organizations.
7. Directs the selection of department employees; plans and organizes work; directs
the development and implementation of work methods and standards; directs staff
training and development; maintains effective department discipline and morale;
reviews and evaluates employee performance; executes disciplinary action.
B. Provide advice, guidance, consultation, and direction to physicians, laboratories,
hospitals, health care providers, and the public in matters relating to diagnosis,
investigation, control, and prevention of communicable diseases. Networks with
other City, County, State and Federal officials regarding communicable disease
matters.
GENERAL QUALIFICATIONS

treatment, prevention, education, related issues in a large and diverse urban
population and of medicine relating to evaluation, diagnosis and treatment in family
planning and communicable disease diagnosis, control, and treatment.

3. Public health administration and Federal, State and local laws, regulations and
programs related to public health and communicable diseases.
4. Operating policies and functions of the State Department of Health Seances and
the United States Public Health Service.
5. Emergency medical services and disaster response activities and planning.
6. Effective public and community relations.
7. Principles and practices of effective employee supervision, including selection,
training, goal setting, and positive motivational techniques.

MINIMUM QUALIFICATIONS
Education, Training, and Experience
Graduation from a medical school with an M.D. degree is required, preferably
supplemented by graduate work in a recognized school of public health with a master's
