AZUSA AVENUE SUBDIVIDER: AZUSA, LLC RECOMMENDATION: It is recommended that the City Council adopt the following resolution: RESOLUTION NO.2021-28 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING FINAL MAP OF PARCEL MAP NO.82866 LOCATED AT 711 N. AZUSA AVENUE DISCUSSION: On June 24, 2020, the West Covina Planning Commission approved Tentative Parcel Map No. 82866. The parcel map subdivides a 0.43-acre commercial zoned parcel into two lots as follows: Parcel 1 (10,394 sq. ft.) and Parcel 2 (8,369 sq. ft.). The owner, Azusa LLC, is requesting final map approval from the City of West Covina. The property owner has satisfied all conditions for approval of the parcel map and has bonded for all required on -site and off -site improvements. The map was reviewed by the City's consultant, Transtech, and determined to be in compliance with current State law and technically correct. In accordance with Section 66458 of the California Government Code, the final map must now be approved or disapproved at the first City Council meeting at which it is received, or at the next regular meeting. If no action is taken by the next regular meeting of the City Council, the map shall be deemed approved. The recordation of the final map is dependent on the developer's actions. The developer needs to arrange with Los Angeles County to pay for all present property taxes and bond for future property tax encumbrance. OPTIONS: The City Council has the following options: 1. Approve staffs recommendation; or 2. Provide alternative direction. ENVIRONMENTAL REVIEW: This project qualifies for a Categorical Exemption pursuant to the California Environmental Quality Act, Section 15315, Minor Land Divisions, and is determined to be exempt from further environmental review requirements contained in CEQA. Attachments Attachment No. 1 - Resolution No. 2021-28 CITY Engage in Proactive Economic Development COUNCIL GOALS & OBJECTIVES: ATTACHMENT NO. 1 RESOLUTION NO.2021-28 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING FINAL PARCEL MAP NO. 82866 LOCATED AT 711 N AZUSA AVENUE WHEREAS, there has been submitted to the City Council by the owner and subdivider thereof; a final subdivision map of Parcel Map No. 82866 which has been approved by the Planning Commission and the City Engineer. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES HEREBY RESOLVE, DETERMINE, AND ORDER AS FOLLOWS: SECTION 1. That the final subdivision map of Parcel Map No. 82866 has been submitted to the City Council and the same is hereby approved. SECTION 2. That the proper officers of the City of West Covina are hereby authorized and instructed to execute said final map on behalf of the City. SECTION 3. That, as determined by the City Council, Parcel Map No. 82866 is consistent with the General Plan of the City of West Covina and the Specific Plan as adopted for the area. SECTION 4. That Parcel Map No. 82866 will not unreasonably interfere with the free and complete exercise of public utilities. SECTION 5. That the City Clerk shall certify to the adoption of this resolution. SECTION 6. That the City Clerk shall transmit a certified copy of this resolution to utility companies. APPROVED, AND ADOPTED this 20th day of April 2021.
