In accordance with West Covina Municipal Code Chapter 2, Article VII, Division 2, Sec. 2-330(b), which states that bidding may be dispensed with when the commodity can be obtained from only one (1) vendor, authorize the lease purchase of an Automated License Plate Reader (ALPR) camera system, directly from Flock Group Inc. (Flock Safety) of Atlanta, GA, for a total of $157,500, using previously appropriated federal asset forfeiture funds. 2. Authorize the City Manager to negotiate and execute an agreement with Flock Safety, in a form approved by the City Attorney. DISCUSSION: Crimes involving vehicles are of significant concern in West Covina, and throughout the local region. The Los Angeles County Taskforce for Regional Auto -theft Prevention (TRAP) estimates that $1 billion worth of vehicles are stolen each year in Los Angeles County. Additionally, vehicle burglaries, vehicle part thefts, and other critical incidents involving vehicles (e.g., Amber Alerts, armed and dangerous suspects, etc.) are all current public safety problems in our region. Police Department staff researched technology options to help combat all of these problems, and found that Flock Safety offers a citywide network of Automated License Plater Reader (ALPR) cameras, with an integrated analytics system, that would help to address all of these problems. A leader in the ALPR industry, the Flock Safety ALPR system is utilized by over 500 police agencies nationwide. Other police departments in our region who utilize this system include Covina, Azusa, San Marino, Ontario, Redlands, and some Los Angeles County Sheriff's Department stations. The Flock Safety ALPR system is unique, offering wireless deployment that requires no additional infrastructure setup, and has the option for solar or direct power. Flock's cameras capture date, time, location, license plate (state, partial, paper, and no plate), vehicle details (type and color), as well as objects (bicycle, animals, and people). The integrated analytics system incorporates comprehensive monitoring, processing, and machine vision services. The system also includes a two-year warranty, Criminal Justice Information Services (CJIS) compliant cloud -based hosting, unlimited user licenses, ongoing software enhancements, camera setup, mounting, shipping, and a cellular connection. Attachment No. 1 details the features of the system. In brief, attractive features of the system include the following: • Cameras detect unbiased, objective data, and capture and process up to 30,000 vehicles per day; • Cameras capture motion, not just license plates; • The system includes a secure AWS Government Cloud Server, compliant with CJIS requirements; • Footage is 100% owned by the customer, never shared or sold, and deleted after 30 days; • Secure web -based footage retrieval with filtering capabilities, and an access audit trail; • Unlike other ALPR companies, Flock Safety offers a lease option with ongoing upgrades, which eliminates the burden of having to purchase replacement cameras; • Not facial recognition software or immigration enforcement software. Additionally, if private companies purchase their own Flock Safety cameras, they can be fully integrated into the Flock Safety system. Similarly, the Police Department has several older vehicle mounted ALPR devices. These are from a different manufacturer and access a different system, but could also be integrated into the Flock Security system in the future. Flock Safety submitted a customized ALPR proposal, and a sole source letter see Attachment No. 1. This proposal includes the lease of 30 cameras to be located across the City for two years —the camera locations (targeting areas with high levels of traffic or crime) will be finalized after a purchase agreement has been approved. At the end of the two-year lease period, staff could assess the benefits of the system and determine whether to recommend continuing or discontinuing the program. Flock Safety is the sole manufacturer and developer of this system (including the cameras, and the integrated analytics). In accordance with Municipal Code Chapter 2, Article VII, Division 2, Sec. 2-330(b), which states that bidding may be dispensed with when the commodity can be obtained from only one (1) vendor, staff recommends that the City Council authorize the lease purchase of an Automated License Plate Reader (ALPR) camera system for two years, directly from Flock Safety of Atlanta, GA, for a total of $157,500, using previously appropriated federal asset forfeiture funds, and authorize the City Manager to negotiate and execute an agreement with Flock Safety, in a form approved by the City Attorney.
