SUBJECT: SUMMARY OF ACTIONS FOR THE HUMAN RESOURCES COMMISSION MEETING
OF JANUARY 6, 2021
RECOMMENDATION:
It is recommended that the City Council receive and file the Summary of Actions for the January 6, 2021
special meeting of the Human Resources Commission.
DISCUSSION:
On February 10, 2021, the Human Resources Commission approved the Summary of Actions for the
Commission's January 6, 2021 special meeting.

APPROVAL OF SUMMARY ACTIONS
1) HUMAN RESOURCES COMMISSION SPECIAL MEETING OF DECEMBER
02, 2020 SUMMARY OF ACTIONS
It is recommended that the Commission approve the Summary of Actions for
the Special Meeting of December 02, 2020 with the Commissioners'
suggested changes.
Motion by Torres seconded by Vieyra to Approve the
Summary of Actions of the Special Meeting of December 02, 2020 Motion
carried 4-0
ACTION ITEMS TO CITY MANAGER/CITY COUNCIL
2) APPROVAL OF JOB DESCRIPTIONS FIRE DEPARTMENT SERIES
The following job descriptions were presented to the Commissioners for
repeal and replacement:
1. Fire Captain
2. Fire Engineer
3. Firefighter/Paramedic
4. Firefighter
Director Tran presented the updated staff report for the Fire Department
with the recommendations to the job descriptions made by the
Commissioners at the December 02, 2020 meeting. Fire Chief Vincent
Capelle was in attendance to answer any questions from the
Commissioners. Proposed Fire Series Division job descriptions were
presented to ensure compliance with the minimum State testing standards.
There was no request to increase the pay grades.
The proposed Fire Engineerjob description was approved at the December
02, 2020 meeting and the proposed Fire Captain, Firefighter/Paramedic and
Firefighter were presented again with the recommended changes.
It is recommended that the Commissioners approve to repeal and replace
the job descriptions for the Fire Captain, Firefighter/Paramedic and
Firefighter.
Motion by Vievra seconded by _Torres to _Approve to
repeal the current Fire Captain, Firefighter/Paramedic and Firefighter and
to replace them with the proposed Fire Captain, Firefighter/Paramedic and
Firefighter Job Descriptions. Motion carried 4-0
ATTACHMENT NO. 1
3) APPROVAL OF JOB DESCRIPTIONS BUILDING DIVISION SERIES
The following job descriptions were presented to the Commissioners to
repeal and replace:
1. Permit Technician
2. Building Inspector 1
3. Chief Building Official
DirectorTran presented the updated Staff Report for the Building and Safety
Department with the recommendations to the job descriptions by the
Commissioners. Mark Persico, Assistant City Manager, was in attendance
to answer the questions from the Commissioners. It was reiterated that the
Building and Safety Division is currently contracted with Wildan Engineering
and should there be a need to bring back the services in-house, the job
descriptions would be current. There is no request to increase the pay
grades.
It is recommended that the Commissioners approve to repeal and replace
the Permit Technician, Building Inspector I and Chief Building Official job
descriptions for the Building and Safety Division Series.
Motion by Jones seconded by _Franco_ to Approve to
repeal the Building/Engineering permit Technician, Building Inspector and
Building Official and replace with the proposed Permit Technician, Building
Inspector I and Chief Building Official Job Descriptions for the Building
Division Series. Motion carried 4-0 .
4) APPROVAL OF JOB DESCRIPTION ASSISTANT FINANCE
DIRECTOR/SALARY GRADE
Director Tran presented the staff report with the current and proposed job
descriptions and salary grade upgrade for the Assistant Finance Director to
the Commissioners. Robbeyn Bird was in attendance to answer any
questions from the Commissioners. A discussion ensued about the
proposed job description and proposed salary grade to make sure it falls
within the current industry standards.
It is recommended the Commissioners approve the proposed job
description for the Assistant Finance Director and salary grade increase.
Motion by Torres seconded by Jones to Approve the
proposed Assistant Finance Director job description and salary grade
increase. Motion carried 4-0

DIRECTOR'S REPORT
The Human Resources Commission will meet 6:00 pm going forward for Regular and
Special meetings.
COMMISSIONER REPORTS
Commissioner Jones term will end this meeting.

Next Regular Meeting is scheduled for Wednesday, February 10, 2021 at 6:00 p.m.
