A RESOLUTION OF THE CITY COUNCIL OF THE' CITY OF WEST
COVINA, CALIFORNIA, APPROVING THE REPEAL OF THE EXISTING
BUILDING/ENGINEERING PERMIT TECHNICIAN, BUILDING
INSPECTOR, AND BUILDING OFFICIAL CLASSIFICATIONS AND
REPLACEMENT OF SUCH CLASSIFICATIONS WITH THE PERMIT
TECHNICIAN, BUILDING INSPECTOR I, AND CHIEF BUILDING
OFFICIAL CLASSIFICATIONS
THE CITY COUNCIL OF THE CITY OF WEST COVINA HEREBY FINDS,
DETERMINES, AND DECLARES AS FOLLOWS:
WHEREAS, the Human Resources Department, as needed, reviews class classifications to
ensure position classifications are in alignment with current standards, requirements, and
qualifications; and
WHEREAS, the Human Resources Department reviewed the Build ing/Engineering Permit
Technician, Building Inspector, and Building Official job classifications and determined that said
classifications should be repealed and replaced with the Permit Technician, Building Inspector I, and
Chief Building Official classifications, respectively; and
WHEREAS, on January 6, 2021, the Human Resources Commission reviewed and approved
repeal of the Building/Engineering Permit Technician, Building Inspector, and Building Official job
classifications and the replacement of said classifications with the Permit Technician, Building
Inspector I, and Chief Building Official classifications, respectively; and
WHEREAS, on January 6, 2021, the Human Resources Commission reviewed and approved
the specifications for said classifications as set forth in Exhibits A, B, and C, attached hereto and
incorporated herein; and
WHEREAS, representatives for the City of West Covina General ErrFbyees' Association and West
Covina Middle Management Unit reviewed and approved the proposed changes; and
WHEREAS, the City Council desires to approve the repeal and replacement of said
classifications and approve the class specifications set forth in Exhibits A, B, and C.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA HE, RESOLVES AS FOLLOWS:
SECTION 1. The City Council hereby approves the repeal of the Building/Engineering
Permit Technician, Building Inspector, and Building Official job classifications.
SECTION 2. The City Council hereby approves replacing said repealed classifications with
the Permit Technician, Building hLspector I, and Chief Building Official classifications, respectively,
and approves the class specifications for said classifications as set forth in Exhibits A, B, and C.
SECTION 3. The City Clerk shall certify to the adoption of this resolution and shall enter the
same in the book of original resolutions and it shall become effective immediately.

department are required; OR any combination of education and professional building
experience that demonstrates competence as a building official.

A valid California Class C Driver's License with a satisfactory driving record and the ability to

Examples of Duties
Essential Functions:
• Under general direction and with minimal assistance, incumbents in this position
classification must ably perform the following functions:
• Plans, organizes, assigns, and supervises the work performed by field inspection
personnel who enforce codes, ordinances, and regulations relating to construction,
housing, mobile homes, unsafe buildings, zoning, grading, and electrical, plumbing,
ventilating, heating, and air conditioning installations.
• Provides plan checking on the more complex building projects submitted to the
department.
• Confers with subordinates in scheduling and assigning inspections and developing
priorities and standards of work.
• Coordinates the activities of the division with other work units within the City.
• Consults with contractors, architects, engineers, and others concerning materials,
specifications, and ratings.
• Reviews and keeps informed on new methods of construction and new materials as
relating to existing ordinances; directs the review of building construction plans and
specifications to ensure compliance with current codes and ordinances.
• Supports Code Enforcement program and directs the investigation of complaints
regarding violations of City ordinances, codes, regulations, and requirements.
• Provides for the increased efficiency of the division by planning, training, and
organizing personnel to meet immediate and future needs; and is responsible for

ensuring that work practices are followed. Attends various meetings that relate to
activities, priorities, and operating.
• Attends various meetings that relate to activities, priorities, and operating problems
of the division.
• Answers, questions, and complaints from the general public and takes appropriate
courses of action.
• Assists the Public Works Director in the preparation of the annual budget and the
control of expenditures that relate to division activities and develops appropriate
justification for requested changes in personnel, materials and equipment.
• Serves as Acting Public Works Director as assigned.
• Perform related duties as needed.
Typical Qualifications
Required Knowledge
Incumbents in this position classification must have knowledge of: (a) building,
plumbing, electrical, and related codes and ordinances enforceable by the City; (b) the
principles and techniques of building inspection; (c) building materials, building design,
accepted safety standards, and modern methods of building construction; and (d) the
principles of organization, supervision and employee training.
Required Abilities
Incumbents in this position classification must maintain and effectively exhibit the ability
to: (a) effectively plan, organize, and supervise the building inspection division program;
(b) analyze, interpret, and check building plans and specifications related to building,
mechanical, and electrical construction projects; (c) develop and implement
improvements in organization and work procedures; (d) prepare clear and concise
technical and other pertinent reports; and (e) establish and maintain effective
relationships with those contacted in the course of work.
Experience
Must have a minimum of three years supervisory experience in a building department or
plan check section of a building department.
Education
Must have a bachelor's degree from an accredited university in civil or structural
engineering. Possession of an advanced graduate degree in civil or structural
engineering is highly desirable.
Licenses and Certifications
Must possess and maintain the following licenses and certifications:
• License as a civil engineer in the State of California.
• Certification as a Plans Examiner by the International Code Council.
• Certification as a Building Official by the International Code Council.
• Certification as a Certified Access Specialist by the State of California.

. Valid Class C driver's license.
Physical Requirements:
This position requires extensive and repetitive physical activity involving the arms,
wrists, and hands, including writing and using a keyboard. It also requires physical
abilities associated with the ability to read, write and communicate in a work
environment requiring no extraordinary physical strength or other special physical
qualifications.
