A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, APPROVING THE REPEAL AND
REPLACEMENT OF THE CLASS SPECIFICATIONS FOR THE FIRE
CAPTAIN, FIRE ENGINEER, FIREFIGHTER/PARAMEDIC, AND
FIREFIGHTER CLASSIFICATIONS
THE CITY COUNCIL OF THE CITY OF WEST COVINA HEREBY FINDS,
DETERMINES, AND DECLARES AS FOLLOWS:
WHEREAS, the Human Resources Department, as needed, reviews class specifications to
ensure position specifications are in alignment with current standards, requirements, and
qualifications; and
WHEREAS, following a request fiom the Fire Department, the Human Resources
Department reviewed the specifications for the Fire Captain, Fire Engineer, Firefighter/Paramedic,
and Firefighter classifications and determined updates to such specifications are needed to meet
current industry standards relating to minimum qualifications, duties, responsibilities, and local and
state training requirements; and
WHEREAS, on January 6, 2021, the Human Resources Commission reviewed and approved
the repeal of the existing class specifications for the Fie Captain, Fine Engineer,
Firefighter/Paramedic, and Firefighter classifications and replacement ofsaid specifications with the
specifications set forth in Exhibits A, B, C, and D, attached hereto and incorporated herein; and
WHEREAS, representatives for the West Covina Firefighters' Association and Fire Safety
Bargaining Unit approved the proposed changes; and
WHEREAS, the City Council desires to approve the repeal and replacement of said class
specifications.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA HEREBY RESOLVES AS FOLLOWS:
SECTION 1. The City Council hereby approves the repeal ofthe existing class specifications
for the Fire Captain, Fire Engineer, Firefighter/Paramedic, and Firefighter classifications.
SECTION 2. The City Council hereby approves replacing the repealed specifications with
the specifications attached hereto as Exhibits A, B, C, and D.
SECTION 3. The City Clerk shall certify to the adoption of this resolution and shall enter
the same in the book of original resolutions and it shall become effective immediately.
