SUBJECT: APPROVE BLANKET PURCHASE ORDER TO J & L CUSTOM AUTO BODY REPAIR
FOR FISCAL YEAR 2018-19
RECOMMENDATION:
It is recommended that the City Council take the following action:
In accordance with Municipal Code Chapter 2, Article VII, Division 2, Sec. 2-330 (b), which states that
the City Council can dispense with the competitive bidding procedures upon finding that it will prove
impracticable or uneconomical, and authorize a purchase order for J & L Custom Auto Body
Repair totaling $100,000 from Account No. 365.41.4170.6417, and authorize the City Manager or her
designee to execute related purchase documents.
DISCUSSION:
J & L Custom Auto Body Repair, based in West Covina, CA, performs auto body collision repair services for
the City of West Covina. In accordance with the City of West Covina's purchasing policies and procedures,
Council approval is required for a purchase order when the aggregate fiscal year spending for a vendor is
anticipated to exceed $30,000. Last year's auto body collision repair expenditure was $76,600. This year, due
to an increase in patrol vehicle accidents, staff anticipates the fiscal year expenditure to be approximately
$100,000. Funds are budgeted in account 365.41.4170.6417.
Public safety vehicle units need to be repaired and back in service as soon as possible for appropriate
emergency response. Having to dismantle and reassemble a vehicle at three different vendors to get a quote
would incur labor fees and lost time. In lieu of this, hourly rates were requested from three vendors as
represented in the table below.

OPTIONS:
The City Council has the following options:
1. Approve staff's recommendation;
2. Direct staff to solicit bids. This direction is not advisable due to the time it will take to go through the
RFP process, which in turn may result in a diminished Police Department fleet; or
3. Provide alternative direction.
