SUBJECT: RELEASE OF FAITHFUL PERFORMANCE GUARANTEE FOR 1000 AND 1050 LAKES
DRIVE
RECOMMENDATION:
It is recommended that the City Council accept all on -site improvements for 1000 and 1050 Lakes Drive and
authorize the release of the Performance Security cash deposit in the amount of $36,200.
DISCUSSION:
The subject property is the Lakes Office complex adjacent to the San Bernardino Freeway (I-10). A narrow
portion of the property was acquired by Caltrans for the widening of the freeway. The acquisition of the
property by Caltrans reduced the parking spaces by 38 and affected the circulation along the northerly portion
of the parking lot. The Planning Commission approved a redesign of the parking layout on August 22, 2017.
Willcon, Inc. entered into an improvement agreement with the City for the on -site improvements required to
enhance the circulation and redesign the parking layout. Those improvements included new parking lot
lighting, concrete curbs, landscaping, and AC pavement. A form of security was required to be posted to
guarantee the construction of the improvements to the satisfaction of the City Engineer. Willcon, Inc. posted a
cash deposit of $36,200 to guarantee the completion of the required improvements.
All improvements including the new parking lot lighting, curbs and landscaping have been completed in
accordance with the improvement agreement and to the satisfaction of the City Engineer. Therefore, Willcon,
Inc. is requesting the release of the Performance Security cash deposit.
