SUBJECT: ACCEPTANCE OF PUBLIC IMPROVEMENTS FOR RESIDENTIAL STREETS
REHABILITATION PROJECT AT VARIOUS LOCATIONS (PROJECT NO. SP-17029)
RECOMMENDATION:
It is recommended that the City Council take the following actions:
1. Accept the public improvements for the Residential Streets Rehabilitation Project (Project No. SP-
17029);
2. Authorize recordation of Notice of Completion with the Los Angeles County Recorder; and
3. Authorize release of retention funds 35 days after recordation of the Notice of Completion.
DISCUSSION:
On June 19, 2018, the City Council awarded a contract for the construction of Project No. SP-17029,
Residential Streets Rehabilitation Project at Various Locations to COPP Contracting Inc. of Buena Park,
California in the amount of $647,876.10. The project consisted of grinding down two inches of existing
asphalt concrete pavement and installing two inches of asphalt concrete pavement, applying cape seal and
slurry seal treatments, reconstructing damaged sidewalks, constructing Americans with Disabilities Act (ADA)
compliant curb access ramps, adjusting manhole covers to grade, installing new pavement legends and
striping. The project included 32 segments of residential streets listed in Attachment No. 1. The street
segments were selected based on condition of the existing pavement as recommended by the City's Pavement
Management System and field inspections. The total length of the project was approximately 3.5 miles.
All required improvements were constructed in conformance with the approved plans and specifications. The
project was completed on January 7, 2019. One change order was issued for additional work within the project
area in the amount of $8,400, for a total project cost of $652,052.05. The change order increased the original
contract amount by 1.3 percent. Once the Notice of Completion is recorded, the 5% retention will be released
35 days afterwards, assuming no claims have been filed by subcontractors or suppliers.
OPTIONS:
The City Council has the following options:
1. Approve Staff's recommendation; or
2. Provide alternative direction.
ENVIRONMENTAL REVIEW:
Pursuant to the California Environmental Quality Act Guidelines Section 15302-Class 2, the proposed
improvements were of a minor nature and, therefore, the project was determined to be categorically exempt.
