City Council and staff engaged in lengthy discussion with staff responding to questions
regarding proposed budget amendments for the general liability, fleet maintenance, park
maintenance and utilities programs in order to maintain operations for the remainder of
Fiscal Year 2018-19.

Councilwoman Lopez-Viado, Councilman Castellanos and Mayor Johnson reported on their
attendance at the New Mayor and Councilmembers Academy with the League of California
Cities.
10) RING RESIDENTIAL REBATE PROGRAM
Councilwoman Lopez-Viado acknowledged she brought this item forward and requested
to receive and file the staff report until the City has funding to implement.
11) PURCHASING POLICY
Councihnan Castellanos acknowledged he requested the report on the purchasing policy
and staff responded to questions regarding purchasing limits and authorities.

to receive and file this report.
12) EVALUATING MOVING FROM 7-YEAR TO 5-YEAR TREE TRIMMING
CYCLE FOR CITYWIDE TREE MAINTENANCE SERVICES
Mayor Pro Tem Wu acknowledged he requested a report to evaluate moving from a 7-
year tree trimming cycle to a 5-year cycle due to of potential hazards. Staff and West
Coast Arborist representative responded to questions regarding trimming cycles,
liabilities with longer cycles and increased budgeting costs vs. liabilities costs.
ACTION: MOTION BY WU, SECOND BY JOHNSON, CARRIED 3-2
(SHEWMAKER, JOHNSON) to instruct staff to trim trees on a five-year cycle,
beginning July 1, 2019, and appropriate necessary funds during the Fiscal Year 2019-20
budget and subsequent budgets.
13) GENERAL FUND BALANCE RESERVE POLICY
Finance Director Medina presented a staff report and a PowerPoint presentation and staff
responded to Council questions.

Councilmember Shewmaker commented on the backlog of the Finance Department items
suggesting temporary staffing for the department and code amendments for ADU's in the
Planning Department.

Mayor Johnson announced the Public Hearing matter and Acting Assistant City Clerk
Gallagher verified that proper legal notice was given and reported that 76 written protests
have been received. Community Development Director Anderson presented the staff
report and a PowerPoint presentation. City staff responded to questions from the
Council City Attorney Porter requested verbiage revisions to Subsection 9.b-Site
Location of the Development Standards of the proposed ordinance for clarification.
Mayor Johnson opened the Public Hearing at 8:05 p.m.
Assistant City Clerk Gallagher announced that three Agenda position slips have been

Following lengthy Council discussion, a motion was made by Mayor Pro Tern Wu to
comply with State standards. Motion failed due to a lack of second.
ACTION: MOTION BY JOHNSON, SECOND SHEWMAKER, CARRIED 4-1(WU)
to approve the Planning Commission October 9, 2018 recommendations of retaining the
current 12,000 ft. minimum lot size, 25 ft. rear set back and alter site location standards
and waive full reading, read by title only and introduce for first reading ORDINANCE
NO.2449 entitled "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
