C44fOj"XP' :. West Covina City Council lN,." 1ANUARY 15, 2019, 7:00 PM �" REGULAR MEETING " , (r,:�.'' Good evening Mayor Johnson and councilmembers. I'm Rebecca Urac. I am a lifelong resident of West Covina and homeowner. I have 2 daughters that I am raising here in our city; they attend our public schools as did 1. I am very involved in our schools and community. But I am also an employee of the Los Angeles County Sanitation Districts. I have been working there for almost 19 years. I am here tonight as a member of AFSCME speaking on behalf of over 800 employees across 6 bargaining units, some of which are still in a labor dispute with Management after almost 2 years of collective bargaining. Mayor Johnson, we spoke briefly after the last board of directors meeting in December so I know you are aware of what is going on, this information is for the other councilmembers. • We provide solid waste and wastewater management for 78 cities including this one. Our work is vital to protecting both public health and the environment, and we continually receive recognition and awards. • We also have the lowest sewer rates of any metropolitan agency in the U.S. Orange County for example charges their ratepayers nearly double what we do. • Despite this, our Management is trying to force a pay cut on all employees, one that will adversely impact families for decades to come. • The workers are only asking for a reasonable COLA that keeps up with inflation... AND to NOT have our pay cut. • Management admits there is no financial reason for the pay cut. We have strong reserves, our approved budgets and rates already incorporate what the workers are asking for, and our pensions are nearly fully funded. • Moreover, they have withheld Cost of Living Increases for the past two years in an attempt to bully the employees into accepting this pay cut. • We have gone through both mediation and fact finding... and the Fact Finder confirmed two very important points: A) the Districts can easily afford what we're asking for, and B) what we're asking for won't increase rates at all. • The issue... Years ago, the Districts agreed to pay the employees' 7% member contribution to Ca1PERS in lieu of an 8.5% Cost of Living Adjustment owed to the employees. This 7% has always been part of the employees' compensation. Management now wants to simply take that payment away, without making the employees whole. • Our union of sanitation workers has voted to reject Management's plan and has said they will take job action up to and including a strike. But, let's be honest... no one wants a strike. As Districts' Directors you've been misled: 1) The 7% EPMC is not a mutable benefit... it is employee compensation 2) The Fact -finder said the argument for it being vested "is persuasive"... that the union should get language protecting it. Management conveniently ignores that recommendation. 3) Animus and distrust from the employees has resulted in a 10% voluntary attrition among PEPRA employees... 3% agency -wide. They'll tell you it's less than 1%. 4) There is nothing in the Joint Administration Agreement protocol that prevents the Collective Committee of Directors - who approves terms and conditions of our employment - from discussing in open session and making a motion for terms and conditions different from what the Personnel Committee recommends. • Mayor Johnson, council members, we are asking that each of you send a letter of support asking the Sanitation Districts Management to immediately withdraw their unreasonable position of a pay cut, and resolve the labor dispute with a fair contract for the employees.
