BARRANCA STREAGENDA ITEM NO. 10 AGENDA STAFF REPORT City of West Covina I Office of the City Manager DATE: January 19, 2021 TO: Mayor and City Council FROM: David Carmany City Manager SUBJECT: CONSIDERATION OF RELEASE OF FAITHFUL PERFORMANCE AND LABOR AND MATERIAL BONDS FOR ADMINISTRATIVE USE PERMIT NO.16-16 AND 16-54 — 524 S. BARRANCA STREET RECOMMENDATION: It is recommended that the City Council accept all on -site and off -site improvements for Administrative Use Permit Nos. 16-16 and 16-54 located at 524 S. Barranca Street and authorize the release of Faithful Performance and Labor and Material Bonds in the amount of $10,814 and $8,000 respectively. DISCUSSION: The applicant, Wenjian Liao, submitted an application to construct a 5,109-square foot single-family home, "large home," on Lot 1 of Parcel Map 73142. The applicant complied with all conditions contained in the Planning Commission Resolution No. 567 and on January 8, 2018, the City of West Covina and Wenjian Liao executed an Improvement Agreement for the required on -site and off -site improvements in accordance with the conditions of approval for the construction. A form of security was required to be posted to guarantee the construction of the required improvements to the satisfaction of the City Engineer. Wenjian Liao posted a Faithful Performance Bond in the amount of $10,814 and a Labor and Material Bond in the amount of $8,000. All improvements have been completed in accordance with the Improvement Agreement and to the satisfaction of the City Engineer; therefore, Wenjian Liao is requesting the release of the bonds. Staff recommends that the City Council accept the improvements and authorize the release of the Faithful Performance and Labor and Material in accordance with the Improvement Agreement. OPTIONS: The City Council has the following options: 1. Approve Staff's recommendation; or 2. Provide alternative direction.
