SUBJECT: SUMMARY OF ACTIONS FOR THE HUMAN RESOURCES COMMISSION MEETING
OF DECEMBER 02, 2020.
RECOMMENDATION:
It is recommended that the City Council receive and file the Summary of Actions for the December 02, 2020,
Special Meeting of the Human Resources Commission.
DISCUSSION:
The December 02, 2020, Human Resources Commission Special Meeting were approved by the Commission
on January 6, 2021.

APPROVAL OF SUMMARY ACTIONS
1) HUMAN RESOURCES COMMISSION SPECIAL MEETING OF NOVEMBER
18, 2020 SUMMARY OF ACTIONS
It is recommended that the Commission approve the Summary of Actions for
the Special Meeting of November 18, 2020 with the Commissioners'
suggested changes.
Motion by Vievra seconded by Villaloboz to Approve the
Summary of Actions of the Special Meeting of November 18, 2020 Motion
carried 4-0
ACTION ITEMS TO CITY MANAGER/CITY COUNCIL
2) APPROVAL OF UDATED JOB DESCRIPTIONS — FIRE DEPARTMENT
SERIES
The following updated job descriptions were presented to the
commissioners for review:
1. Fire Captain
2. Fire Engineer
3. Firefighter/Paramedic
4. Firefighter
Director Tran presented the Fire Department staff report on behalf of Fire
Chief Vincent Capelle who could not be in attendance. Updated fire series
job descriptions are being presented to ensure compliance with the
minimum State testing standards. There was no request to increase the pay
grades.
The Commissioners reviewed the job descriptions and expressed concerns
regarding the inconsistencies, such as formatting and typographical errors
in each of the job descriptions and requested the job descriptions be further
reviewed and return to the next meeting.
Director Tran informed the Commissioners of the urgency to fill the vacant
Fire Engineer position, in order to reduce the overtime that is occurring in
the Fire Department and to ensure the industry testing standards is up to
date.
ATTACHMENT NO.1
Director Tran requested that the Commissioners approve the Fire Engineer
job description and table the Fire Captain, Firefighter/Paramedic and
Firefighter to the next meeting.
It is recommended that the Commissioners approve the updated Fire
Engineer job description only and table the remaining job descriptions to the
next meeting, as further review was necessary.
Motion by Vievra seconded by Torres to Approve the
Fire Engineer updated Job Description. Motion carried 4-0
3) APPROVAL OF UPDATED JOB DESCRIPTIONS— BUILDING DIVISION
SERIES
The following job descriptions were presented to the Commissioners for
revi ew:
1. Permit Technician
2. Building Inspector 1
3. Chief Building Official
Director Tran presented the Building and Safety staff report on behalf of
Assistant City Manager Mark Persico, who was not in attendance. Updates
to the job descriptions would bring the minimum qualifications current and
meet today's industry standards. Although the Building and Safety Division
is currently contracted with Wildan Engineering, should there be a need to
bring back the services in-house, the job descriptions would be current.
There is no request to increase the pay grades.
It is recommended that the Commissioners approve the updated job
descriptions for the Building and Safety Series.
No motion was made for this recommendation. The Commissioners
requested that the job descriptions for the Permit Technician, Building
Inspector I and Chief Building Official be further reviewed and return to the
next meeting.

NEW BUSINESS
4) DIRECTOR'S REPORT
Director Tran reported two (2) positive Covid-19 cases in the City. Voluntary
COVID testing scheduled for Wednesday, December 9, 2020 on -site to
allow City employees and their immediate family members be tested.
Director Tran requested a special meeting of the Human Resources
Commission be held on January 6, 2021, to review the Fire and Building
and Safety job descriptions. Director Tran asked whether 6:00 p.m. start
time verses 6:30 p.m. would work for the Commissioners. The
Commissioners unanimously approved changing the start time to 6:00 p.m.
for the special meeting on January 6, 2021.

Next Special Meeting is scheduled for Wednesday, January 6, 2021, at 6:00 p.m.
