01-19-2021 - AGENDA ITEM 24 CONSIDERATION OF REPEAL AND REPLACEMENT OF BUILDING AND SAFETY SERIES JOB DESCRIPTIONSAGENDA ITEM NO.24 AGENDA STAFF REPORT City of West Covina I Office of the City Manager DATE: January 19, 2021 TO: Mayor and City Council FROM: David Carmany City Manager SUBJECT: CONSIDERATION OF REPEAL AND REPLACEMENT OF BUILDING AND SAFETY SERIES JOB DESCRIPTIONS RECOMMENDATION: Staff and the Human Resources Commission recommend that the City Council approve to repeal and replace the Building and Safety Series job descriptions by adopting the following resolution: RESOLUTION NO. 2021-11- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING THE REPEAL OF THE EXISTING BUILDING/ENGINEERING PERMIT TECHNICIAN, BUILDING INSPECTOR, AND BUILDING OFFICIAL CLASSIFICATIONS AND REPLACEMENT OF SUCH CLASSIFICATIONS WITH THE PERMIT TECHNICIAN, BUILDING INSPECTOR I, AND CHIEF BUILDING OFFICIAL CLASSIFICATIONS BACKGROUND: The City contracted out various building and safety services starting in August 2016. By August 2019, all building and safety functions were contracted out. However, it is still important for the City to have updated job descriptions if those functions needed to be brought back in-house. No option should be foreclosed. DISCUSSION: As part of the City's ongoing process of maintaining its position classification plan, the Human Resources Department, as needed, reviews class specifications to ensure that position specifications are in alignment with current standards, requirements, and qualifications. This review further ensures that required skills, knowledge and abilities, and essential functions of each classification are in alignment with current demands and comparable with similar classifications within the public sector labor market. Staff has prepared updated job descriptions for the entire building and safety series. Upon approval of the proposed job descriptions, the City has the option of potentially hiring City employees to fill any of these positions. ATTACHMENT NO.5 PROPOSED CITY OF WEST COVINA CLASSIFICATION SPECIFICATION Class Title: CHIEF BUILDING OFFICIAL Bargaining Unit: MID -MANAGEMENT Class Code: BLDG OFF Salary Grade: MM500 Salary: $91,416.00 - $123,420.00 Annually FSLA: EXEMPT Date Updated: JOB SUMMARY Under general direction, manages, organizes, integrates, and directs the work of subordinate building inspection and plans examination staff; oversees a comprehensive set of municipal building inspection and engineering plan check programs to ensure compliance with all applicable federal and state codes and local ordinances; allocates staff resources to inspect and enforce a wide variety of health and safety codes related to land use, zoning, building, housing, and property maintenance; coordinates assigned activities with other divisions, departments and outside agencies; and performs related work as required. ESSENTIAL FUNCTIONS The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class. 1. Plans, organizes, manages, and reviews the work of the Building Division; with staff, develops, implements, and monitors work plans to achieve assigned goals and objectives; develops, administers and monitors performance of the Division's annual budget; develops, implements and evaluates processes, systems, and procedures to effectively carry out building inspection and plan check operations. 2. Plans and evaluates the performance of assigned staff; establishes performance requirements and personal development targets; monitors performance and provides coaching for performance improvement and development; provides or recommends compensation and other rewards to recognize performance; takes disciplinary action, up to and including termination, to address performance deficiencies, subject to management concurrence, in accordance with the City's personnel rules, human resources policies, and labor contract provisions. 3. Plans, directs, manages, evaluates, and oversees the City's building inspection, permit processing, and plans examination operations and activities to ensure proper enforcement of federal, state, and local building, housing, and zoning codes and ordinances; analyzes, develops, implements, and manages building and safety programs/projects and determines their priorities and scheduling; estimates personnel, resources, and time required for program and project completion. 4. Plans, directs, manages, evaluates, and oversees the City's code inspection and enforcement functions enforcing a wide variety of health and safety codes related to land use, zoning, building, housing, and property maintenance regulations. 5. Provides guidance, direction, and technical expertise to enforcement staff to ensure appropriate actions related to code enforcement violations and public nuisance Chief Building Official - PROPOSED Page 3 of 3 abatement; ensures that enforcement staff follow the established code enforcement policies and procedures ensuring due process of the law. 6. Ensures proper administration and enforcement of the City's building, zoning, housing, and related safety codes; manages and directs the preparation of new City ordinances and codes and the revision of existing ordinances and codes and initiates code adoption proceedings; interprets and enforces accessibility, ADA, and energy regulations; determines appropriate acceptance of building materials and procedures for the City; approves building permit extensions and issues Certificates of Occupancy; conducts the most complex and difficult field inspections and plan checks; represents the City in court cases. 7. Monitors and keeps informed of current trends in the municipal building and safety field, evaluates their impact on division operations, and recommends policy and procedural improvements. 8. Prepares complete, accurate, and concise written technical reports and correspondences. GENERAL QUALIFICATIONS Knowledge of: 1. Federal, state, and local laws, regulations, and court decisions as it related to the development and maintenance of private property. Functions, practices, trends, approaches, and problem -solving techniques used in municipal building inspection and engineering/building plan check operations. 2. Modern methods of building construction, architectural, and structural design concepts. 3. Municipal code inspections and enforcement methods, understanding of due process of the law, property owner's rights, and understanding of the preservation of evidence. 4. Understanding of police powers and how this specifically applies to code enforcement and property maintenance. 5. Research methods and statistical techniques and applications. 6. Principles and practices of effective management and supervision. 7. City human resources policies and procedures and labor contract provisions. Ability to: 1. Plan, organize, direct, manage, evaluate, and integrate comprehensive building inspection and plans examination activities and functions. 2. Understand, interpret, explain, and apply federal, state, and local law and regulations governing building and safety issues clearly and concisely. 3. Explain complex building terminology in a simplified manner to assist all members of the community. 4. Defuse concerns when working to resolve code enforcement actions. 5. Present proposals and recommendations clearly, logically, and persuasively in public meetings. 6. Exercise sound, expert independent judgment within general policy guidelines. 7. Exercise tact and diplomacy in dealing with sensitive and complex issues and situations. 8. Establish and maintain effective working relationships with City management, staff, business, and community groups, residents and others encountered during work. Trainino and Experience Graduation an accredited college or university with a Bachelor's degree in engineering, architecture, planning, or construction technology/management; and seven (7) years of increasingly responsible professional building experience, to include five (5) years of experience in a supervisory/management capacity with a local city/county building and safety department are required; OR any combination of education and professional building experience that demonstrates competence as a building official. Licenses/ Certificates/ Special Requirements A valid California Class C Driver's License with a satisfactory driving record and the ability to maintain insurability under the City's vehicle insurance policy is required. Current, valid certification issued by the International Code Council (ICC): 1. Combination Inspector (CI) Designation 2. Building Plans Examiner (133) 3. Certified Building Official (CBO) Licensed Civil Engineer (CE) or Professional Engineer (PE) in the State of California is desirable. Experience Must have a minimum of three years supervisory experience in a building department or plan check section of a building department. Education Must have a bachelor's degree from an accredited university in civil or structural engineering. Possession of an advanced graduate degree in civil or structural engineering is highly desirable. Licenses and Certifications Must possess and maintain the following licenses and certifications: • License as a civil engineer in the State of California. • Certification as a Plans Examiner by the International Code Council. • Certification as a Building Official by the International Code Council. • Certification as a Certified Access Specialist by the State of California. Typical Qualifications Required Knowledge: Working knowledge of electrical installations and of heating, air conditioning, and ventilating equipment and installations in all types of buildings and structures; of blueprint reading; of Building Official —CURRENT Page 2 of 2 building, plumbing, and electrical codes, ordinances, and laws; knowledge of principles and practices of building inspection, building materials, accepted safety standards, and modern methods of building construction. Experience: Two years experience as a Building Inspector or three years journey level experience in all types of building construction, such as foreman, general contractor, maintenance engineer, or related field. Education: College level training in related fields is desirable. Physical Requirements: This position also requires extensive and repetitive physical activity involving the arms, wrists, and hands, including writing and using a keyboard. It also requires physical abilities associated with the ability to read, write and communicate in awork environment requiring no extraordinary physical strength or other special physical qualifications. Ability to climb, crawl and lift moderately heavy objects up to 50 pounds. Other / Special Requirements: Licenses: Possession of a valid Class 3 California Driver's License with a satisfactory driving record is required.
