01-19-2021 - AGENDA ITEM 23 CONSIDERATION OF REPEAL AND REPLACEMENT OF FIRE DEPARTMENT SERIES JOB DESCRIPTIONSAGENDA ITEM NO.23 AGENDA STAFF REPORT City of West Covina I Office of the City Manager DATE: January 19, 2021 TO: Mayor and City Council FROM: David Carmany City Manager SUBJECT: CONSIDERATION OF REPEAL AND REPLACEMENT OF FIRE DEPARTMENT SERIES JOB DESCRIPTIONS RECOMMENDATION: Staff and the Human Resources Commission recommend that the City Council approve to repeal and replace Fire Department series job descriptions, by adopting the following resolution: RESOLUTION NO.2021-10 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING THE REPEAL AND REPLACEMENT OF THE CLASS SPECIFICATIONS FOR THE FIRE CAPTAIN, FIRE ENGINEER, FIREFIGHTER/PARAMEDIC, AND FIREFIGHTER CLASSIFICATIONS BACKGROUND: As part of the City's ongoing process of maintaining its position classification plan, the Human Resources Department, as needed, reviews class specifications to ensure that position specifications are in alignment with current standards, requirements, and qualifications. This review further ensures that required skills, knowledge and abilities, and essential functions of each classification are in alignment with current demands and comparable with similar classifications within the public sector labor market. The Fire Department is requesting updates to the Fire Captain, Fire Engineer, Firefighter/Paramedic, and Firefighter job descriptions to meet current industry standards regarding minimum qualifications, duties, responsibilities and expectations with local and state fire training requirements. Further, staff is requesting updates to the testing requirements for lateral Firefighter and Firefighter/Paramedic hires to streamline the testing and hiring process. These items were reviewed and approved by the West Covina Firefighters' Association, Fire Safety Bargaining Unit representative. DISCUSSION: The proposed Fire Department series job descriptions were presented to the Human Resources Commission at a special meeting on December 2, 2020. The Fire Engineer job description was approved, but, at the request of the Commissioners, the remaining job descriptions were to be reviewed further and come back at the next ATTACHMENT NO.3 PROPOSED CITY OF WEST COVINA JOB CLASSIFICATION Class Title: FIRE ENGINEER Bargaining Unit: FIREFIGHTERS ASSOCIATION Class Code: FIRE ENG Salary Grade: FR020 Salary: $85,776.00 - $104,268.00 Annually FLSA NON-EXEMPT Date Updated: JOB SUMMARY Under general supervision, responds to fire, rescue, medical emergency calls; provides basic and advanced life support to injured persons; maintains related response equipment and supplies including response unit and related devices; protects life and property endangered by fire or other hazards; assists in maintenance of stations and equipment; supports public relations; participates in drills and training related to fire suppression; and performs fire suppression duties as needed. Drives standard fire department apparatus and other automotive equipment in responding; operates fire pumpers and other apparatus in the suppression of fires. ESSENTIAL FUNCTIONS The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class. 1. Responds to emergency and medical aid calls. 2. Provides basic or advanced life support and transportation to sick and injured persons. 3. Responds to alarms in a wide variety of emergency situations as a member of an assigned crew. 4. Fights fires as directed; ventilates buildings; lays hoses; directs streams of water; extricates endangered persons; climbs ladders; enters involved structures utilizing prescribed procedures. 5. Administers first aid; operates resuscitators; assists in providing medical treatment. 6. Assists in maintenance of fire vehicles, rescue units and other apparatus and equipment. 7. Inventory supplies on a regular basis and maintains an adequate number of necessary items needed for medical aid calls. 8. Attends drills and classes; studies technical periodicals and publications and maintains all current certifications as required by the State of California. 9. Cleans up and performs salvage work after fires. 10. Inspects business establishments, residences, public buildings, warehouses, and other buildings in the enforcement of laws and regulations pertaining to fire prevention; prepares reports and maintains records of inspections. 11.
