ATHLETIC FACILITYAND FIELD USE POLICY AND ALLOCATION
The Public Services Department prioritizes field allocations to the members
of the West Covina Sports Council. Organizations may join the Sports Council
when the following conditions are met:
• Organizations must be voted in by a majority of organizations in attendance
of a regular Council meeting
• Provide proof of recognition by the Internal Revenue Service as a 501(c)(3)
organization
• 51 % membership of organization must be residents of West Covina
• Provide liability insurance with the City listed as additional insured
• Facility Use Agreement with the City and School District
• Provide Financial Records upon written request from the City
• Adhere to the Bylaws

• MBA and City shall jointly determine facility use with West
Covina residents given priority in team selection and
public use.
• Any alteration of any kind to facilities or grounds must be
approved in advance in writing by the City; at the sole
expense of MBA.
• MBA shall maintain the City Facilities, at or above their
current condition, as of the effective date of the
agreement, at no cost to the City.
• MBA will submit quarterly financial statements to the
Public Services Director for review. MBA agrees to provide
$10,000 annually in donations to the City for local youth
sports programs in West Covina deposited to the -mod
Community Services Foundation for use only for
improvements to City of West Covina Sports Council

SPORTS FACILITIES RENTALAND USE
AGREEMENTS
Facilities available to be rented:
• Shadow Oak Park — Softball Field I
• Shadow Oak Park — Softball Field 2
• Friendship Park — Baseball Field I
Indoor Basketball Courts
• $70 per hour — full court (6 baskets)
• $65 per hour — full court (2 baskets)
• $35 per hour — half court
• $20 per hour/per field
• $25 flat rate for lights
Open Play Basketball
• $1 per person —weekdays
• $2 per person — weekends
*2020 Revenue has been affected by COVID-19 Pandemic
Council Organizations and private rentals may now continue activity as authorized by
the Los Angeles Department of Public Health. All organizations must adhere to the
Reopening Protocol forYouth Sports Leagues and Use Agreements with the City. At
this time, all youth sporting events, including tournaments, events or competitions are
not permitted. Practice games among players of the same team (intra-squad games,
scrimmages, and/or matches) are allowed for non -contact sports only.
RECOMMENDATION:
It is recommended that the City Council receive and file this informational report.
OPTIONS:
The City Council has the following options:
1. Continue using current policy and procedure.
2. Provide alternate direction to staff.
