SUBJECT: CONSIDERATION OF 2020-2021 OFFICE OF TRAFFIC SAFETY GRANT
RECOMMENDATION:
It is recommended that the City Council take the following actions:
Accept the 2020-2021 Office of Traffic Safety (OTS) Selective Traffic Enforcement Program (STEP)
reimbursable grant (#PT21077), and authorize the City Manager to negotiate and execute all grant
related documents; and
2. Adopt the attached resolution authorizing the necessary budget amendments:

WEST COVINA, CALIFORNIA, ADOPTING A BUDGET AMENDMENT FOR THE FISCAL
YEAR COMMENCING JULY 1, 2020, AND ENDING JUNE 30, 2021 (2020-2021 OFFICE OF
TRAFFIC SAFETY GRANT)
BACKGROUND:
Every day, almost 30 people in the United States die in drunk -driving crashes that's one person every 50
minutes. These deaths have fallen by a third in the last three decades; however, drunk -driving crashes claim
more than 10,000 lives per year. In 2010, the most recent year for which cost data is available, these deaths and
damages contributed to a cost of $44 billion that year.
The National Highway Traffic Safety Administration (NHTSA) is an agency of the U.S. federal government,
part of the Department of Transportation. NHTSA works to "save lives, prevent injuries, reduce vehicle -related
crashes" and eliminate risky behaviors on our nation's roads by educating drivers.
NHTSA distributes federal funding to California through the Office of Traffic Safety (OTS). Grants are used to
mitigate traffic safety program deficiencies, expand ongoing programs, and/or to develop new programs. Grant
funding cannot replace existing program expenditures, nor can traffic safety funds be used for program
maintenance, research, rehabilitation, and/or construction.

The City recently obtained a new competitive grant from OTS. The overall goal of this grant is to reduce fatal
and injury collisions in West Covina, by funding special enforcement mobilizations identified by OTS as best
practice strategies. These include saturation patrols, sobriety checkpoints, and operations that target specific
locations and traffic violations. Most of this grant is comprised of sworn officer overtime, with a small portion
for mandatory training and supplies.
This is a reimbursable grant, contributing $57,000 exclusively for the project activities from October 1, 2020
through September 30, 2021. These funds cannot be used for other purposes or to supplant existing law
enforcement funding.
LEGAL REVIEW:
The City Attorney's Office has reviewed the grant agreement and proposed resolution and approved them as to
form.

FISCAL IMPACT:
The City will receive $57,000 in reimbursement funds from OTS during the grant period. As detailed in the
proposed budget amendment, Staff is recommending an expenditure appropriation of this amount and a
corresponding revenue appropriation in Fund 207. There is no impact to the City's General Fund.

5. GRANT DESCRIPTION
Best practice strategies will be conducted to reduce the number of persons killed and injured in crashes
involving alcohol and other primary crash factors. The funded strategies may include impaired driving
enforcement, enforcement operations focusing on primary crash factors, distracted driving, night-time seat belt
enforcement, special enforcement operations encouraging motorcycle safety, enforcement and public
awareness in areas with a high number of bicycle and pedestrian crashes, and educational programs. These
strategies are designed to earn media attention thus enhancing the overall deterrent effect.
6. Federal Funds Allocated Under This Agreement Shall Not Exceed: $57,000.00

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, ADOPTING A BUDGET
AMENDMENT FOR THE FISCAL YEAR COMMENCING
JULY 1, 2020 AND ENDING JUNE 30, 2021 (2020-2021
OFFICE OF TRAFFIC SAFETY GRANT)
WHEREAS, the City Manager, on or about June 23, 2020, submitted to the City Council
a proposed budget for the appropriation and expenditure of funds for the City for West Covina for
Fiscal Year 2020-2021; and
WHEREAS, following duly given notice and prior to budget adoption, the City Council
held public meetings, receiving, considering and evaluating all comments, and adopted a budget
for the fiscal year commencing July 1, 2020 and ending June 30, 2021; and
WHEREAS, amendments must periodically be made to the budget to conform to changed
circumstances following adopting of the budget.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council hereby approves Budget Amendment No. 006, attached
hereto as Exhibit A, related to the 2020-2021 Office of Traffic Safety Grant.
SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall enter
the same in the book of original resolutions and it shall become effective immediately.
