In light of the current horrific pandemic that we are experiencing, I believe that this City must contact our elected representatives in Sacramento to urge them to revisit, reconsider and rescind the dangerous new laws affecting our R1 zoning, our Single Family neighborhoods, and our population density. As you know, these new laws eliminated minimum lot sizes for ADU, dramatically reduced or eliminated setback requirements and opened up the ability to have multiple residences on a single lot. SB 50 would allow multi story housing in single family neighborhoods. Can you imagine the number of Covid 19 cases we would be facing if our neighborhoods were this congested today! So many people packed into small lots! Frightening! Now is the time to contact our electeds in Sacramento to take action that will save lives, as this is unlikely the last time we will face this type of crisis. Thank you for listening. Mayor Wu, City Council Members, The request for a left turn lane into Christ Lutheran Parking Lot is an issue that should not be shelved. This is an item that has no detractors. The proposal of the Engineering Firm does not impact any curbside parking on the east side of Citrus Ave. It is however a safety issue for our children. It is only a matter of time before the next injury accident at this location, possibly even a fatality this time. Right now with the school closed and significantly lighter traffic on Citrus Ave is the time to perform the work. It will be far simpler to perform the necessary traffic control during the work. Since many of the contractors who perform this work have light work loads, it will probably be less expensive for the city. This is an opportunity for a real "Win -Win" project for the City of West Covina. Please approve this measure at tonight's meeting and expedite the work so it can be completed during this unique window of opportunity. John E. Hello - I am Patrick Bacich, West Covina resident and sound contractor who provided the sound production for your summer concerts from 2011 to 2017. In December 2017/January 2018 1 addressed the council about GWC associates Rudy Lopez and Monica Farias failing to honor and fulfill an agreement of consideration for the 2013 concert series where there were two elements but only one was honored. I addressed this initially as an incomplete contract, however, what has been done to me I have realized more recently is an act of fraud and is still within a criminal statute of limitations. In January 2018 your assistant city manager Nikole Bresciani responded and we had an email exchange where she advised me that I should speak with Andy McIntyre as he is the new GWC board of director(s), but addressed that his contact information is private [that's actually a lie] and that she will have him contact me. I never heard from McIntyre. Within days of that email exchange, Farias colluded a retaliation to both Bresciani and McIntyre. More well- connected, she coalesced. At that point in time, Jan 2018 the city was done working with me and all associates did not respond to any further communication from me. I sent two more emails in Feb. 2018 to community services and council. One was about talent programming with a recommendation to move concerts from Thursdays to Wednesdays, which the city did do. No associates responded to that email [because the retaliation had already been colluded], and then an email explaining that I would not do any further service with the Mariachi Divas, as some of the female mariachi's are witches who participate in acts of brujeria [that is a Mexican word that means witchcraft]. In that email I also expressed that I wanted to work and would be happy to meet to explain this in greater detail. Between the private sector and the municipal arena, I have serviced that artist more than 50 times. I am witness to this. There is a spiritual pollution that comes with this act and it is unwholesome for a municipality to celebrate this. I was being noble in addressing this, but again, to no reply from anyone. Again, as a retaliation had already been colluded. Last year I sent an email with some very insightful information to mayor Johnson, but again, with no reply. What I have learned from all of this is that this is a morally ignorant municipality where bigotry and cronie-ism weigh's in more prevalently in policy decision making than that of wisdom and insight. Mayor Wu and councilman Johnson are the naive and gullible idol worshipers where morality doesn't exist. From the top down, there's a preference to the violators. That's shameful. So, in hopes of getting some answers, I visited the council again on September 3rd and scheduled a meeting with Bresciani for the following Thursday morning. Upon entering her office, there's Mike Cresap and Susie Perez. As I enter, Bresciani says, "because you said you wouldn't work with the Mariachi Divas, the city decided not to use you". I'm sat down on a couch next to Cresap while Bresciani and Perez sitting higher up on stools [ not a respectful set up at all] and he says, "there were performance issues".... "you asked for an advance to cover the insurance" "and your vehicles" in this eye rolling form of criticism as if I'm just not up to his standards of hoity-toity West Covina. In the 7 years I serviced the concert series, those were never issues, and in 2017 it was expressed that the advance was not a problem. In the email exchange in January 2018 Bresciani wrote: "we had a good working relationship and there were no problems". But Cresap says that. He's stupid. I addressed that I knew that Monica Farias influenced a retaliation and Brecsiani played it down "I hardly even talk to her [again, another lie]. I insisted and Bresciani started becoming more defensive about it in her denying. Susie Perez said something to me that I don't remember, but she said it in a harsh manner. She displayed a type of hatred and contempt that's influenced by something she's heard that is slanderous. I brought up that the service you are now using has had problems. That is true. There were sound problems in 2018 with Divas and Cold Duck. Bresciani argued, "we got that taken care of". Not really. On a recording of a performance this last summer, there was feedback through its entirety. Any technician can have feedback, but what separates the men from the boys is how fast it is corrected. I have 17 years more experience than the people you have been using. The service that I gave and myself as a technician is as good if not better than anything this city has enjoyed in its history. The concert series is for the lessor because of your change. Bresciani argues, "they have newer equipment"...Folks, in live sound, it's not the car, it's the driver. My sound system is state of the art. I brought out two stacks per side and with a better quality. When the Swing Cats played, on the break the lead sax player came up to me and said with sincerity and enthusiasm, "this is the best we've ever sounded". They are a professional group that plays everywhere. I get those kind of compliments commonly when I work. I said to Bresciani, "I'm being stonewalled and I'm also being slandered". She immediately responds, "well it's not going any further than here" -literally affirming it- she starts squirming and batting her eyes which is totally the body language of someone who's holding back and not being honest or transparent. She had the body language of a liar. Then she argued again sounding like a child protesting, "you said that you wouldn't work with the city if the they used the Mariachi Divas, and the council wants them"... [that's not true, it's a re -wording of what I communicated] That meeting was with a premeditated intention to lie to me. I had had enough and I got up and as I walked out said, "have a lovely day". I'm sorry, Bresciani is a coward, sociopath, disingenuous, duplicitous, and a pathological liar. She has been complicit in a retaliation and has obfuscated, taking advantage of a different issue to cover up her own actions. I have been violated with fraud, retaliation, slander, and bigotry/prejudice/discrimination. And as well I am suffering from financial hardship as I have used the income from this account to pay my property taxes. In the absence of this income I am now backed up multiple years and I am at risk of losing my house. The city should pay me some reparations for these violations. I want to experience some compassion instead of the city's typical behavior of non transparency and malfeasance. I am requesting to have a meeting and/or discussion with your city manager, Mr. Carmany to get to a fair resolution of this issue. Thank you very much ! hm ph
