DEVELOPMENT BLOCK GRANT FY 2015-2020 CONSOLIDATED PLAN, FY 2019-2020ACTION
PLAN,AND CITIZEN PARTICIPATION PLANAND RATIFICATION OFAGREEMENTWITH
ALTAMED FOR COVID- 19 TESTING
The CARES Act
■ Response to Coronavirus (COVID-19) pandemic
■ Includes $5 billion in federal Community Development Block Grant Coronavirus (CDBG-
CV) funding to prevent, prepare for, and respond to COVID-19
■ Administered under CDBG guidelines with specific flexibilities
■ West Covina was allocated $473,804 in CDBG-CV funding
■ Amend existing plans to add CDBG-CV funds and must identify proposed use of all funds
■ Established outdoor COVID-19 testing centers, including one in West Covina
■ Requested financial assistance to help fund COVID-19 testing center operations
■ HUD has not granted final approval of the testing center because final program guidelines
not issued
■ Time is of the essence, therefore the City Manager, acting pursuant to his authority as the
City's Director of Emergency Services, executed the Agreement with AltaMed on behalf of
the City
■ Under Chapter 8 of the West Covina Municipal Code the City Council must ratify the
agreement
Proposed amendments consist of including $473,804 in CDBG-CV funding for public
service activities in the FY 2015-2020 Consolidated Plan and FY 2019-2020Action Plan,
including:
$187,500 for AltaMed for COVID-19 Testing
$150,000 for Food Banks
- $136,304 for Meals and Delivery for Seniors and Homebound
Consistent with HUD guidance to establish expedited procedures, for the duration of
the COVID-19 pandemic, the City is proposing the following amendments:
■ Public comment period will be noticed and shall be for at least a 5-day period
■ Public hearings will be conducted "virtually" with reasonable notification and access
for citizens
■ All amendments will be considered "non -substantial"
That the City Council take the following actions:
■ Approve the proposed amendments to the CDBG FY 2015-2020 Consolidated
Plan, FY 2019-2020 Action Plan, and Citizen Participation Plan;
■ Ratify the agreement with AltaMed Health Services Corporation for a grant of up to
$187,500 for COVID-19 testing operations; and
■ Approve Resolution No. 2020-25
