03-17-2020 - AGENDA ITEM 07 CONSIDERATION OF INSTALLATION OF LANE MODIFICATIONS FOR THE TRANSITION STRIPING ON PACIFIC AVENUE BETWEEN BROMLEY AVENUE AND ARDILLA AVENUE AS PART OF CITY OF BALDWIN PARK PACIFIC AVENUE COMPLETE STREETS PROJECT11/16/2020 Print Staff Report AGENDA ITEM NO. 7 DATE: March 17, 2020 TO: Mayor and City Council FROM: David Carmany City Manager AGENDA STAFF REPORT City of West Covina I Office of the City Manager SUBJECT: CONSIDERATION OF INSTALLATION OF LANE MODIFICATIONS FOR THE TRANSITION STRIPING ON PACIFIC AVENUE BETWEEN BROMLEY AVENUE AND ARDILLA AVENUE AS PART OF CITY OF BALDWIN PARK PACIFIC AVENUE COMPLETE STREETS PROJECT RECOMMENDATION: It is recommended that the City Council approve the project and allow the City of Baldwin Park to install transitional lane striping per their engineering design on Pacific Avenue between Bromley Avenue and Ardilla Avenue as part of their Pacific Avenue Complete Streets Project. BACKGROUND: The City of Baldwin Park received a grant from the California Department of Transportation (CalTrans) Active Transportation Program ("ATP") Cycle 3 program for a "Complete Street" project along Pacific Avenue. Project goals are to improve public safety by reducing speeds and calming traffic by reducing the number of lanes from two lanes in each direction to a single lane each direction with a center two-way turning lane. The project includes adding a Class II bike lane, ADA-compatible sidewalk and crosswalk, additional on - street parking, construction of a median, construction of bulb-outs/curb-extensions that reduce the distance that pedestrians must walk while crossing the street. All the improvements increase public safety and overall street aesthetics. The City of Baldwin Park is preparing to begin construction on a complete streets project along Pacific Avenue. Project construction is expected to begin mid -April 2020 and end late -July 2020. As part of Baldwin Park's overall street project on Pacific Avenue, the City proposes starting the striping transition to the new street design within the City of West Covina at Bromley Avenue to the City limit at Ardilla Avenue. Baldwin Park is proposing to convert Pacific Avenue, in this section, from two lanes in each direction to three lanes; with one lane in each direction and a center 2-way left turn lane. This will allow vehicles to sit in a protected area to wait for a gap in traffic to make a left turn into or out of a driveway or minor side street. Intermittent curb side parking along this segment will remain as is existing. At the city limit to Baldwin Park, Pacific Avenue will continue with one lane in each direction with a center two-way turn lane along with bike lanes and other pedestrian and transit improvements. Between the San Bernardino Freeway and Bromley Avenue the lane configuration would remain the same. The meeting was hosted by West Covina and attended by staff from Baldwin Park as well. 51 public notices were mailed out to residents within the vicinity. In addition, 21 door hangers were placed on doors for those residents fronting Pacific Avenue between Bromley Avenue and Ardilla Avenue. The purpose of the Community Meeting was to provide information on the project and how it would impact the City of West Covina. Councilmember Johnson, the City Manager, the Community Development Director, a West Covina Police Department Representative, and City Contract Engineering Staff attended and moderated the meeting. There were three representatives from the City of Baldwin Park which included the City's Engineering Manager and two representatives from the Contracts Design Engineer for the project, on behalf of the City of Baldwin Park. The meeting was an open house style to allow community members to directly engage with City staff and Baldwin Park Representatives. The meeting began with a brief presentation given by the City of West Covina Engineering Staff. Following the presentation the remainder of the event was an open house format with four stations and accompanying foam boards showing the proposed striping plans, aerial maps of the project location, as well as information on complete streets. Comment cards and sign in sheets were distributed throughout the various stations and at the check -in table. Approximately fifteen residents attended the meeting based on the number of people who signed in. There were six residents who opposed the proposed project within the City of West Covina city limits. Seven residents submitted comment cards. A summary of comments listed on the comment cards from residents who attended the meeting were as follows: • Reducing lanes will increase congestion, • No taxpayers funding this project, • Morris Ave is used as a cut through route, • Signal at Bromley Avenue does not allow enough time for side traffic, • No bicyclists in West Covina, • Lower traffic speeds on Pacific Avenue, • Installation of speed feedback signage on Pacific Avenue, • Installation of a traffic signal at Ardilla Avenue and Pacific Avenue, • Project will reduce response time for emergency vehicles, • Request for additional police officers, • Problems at Pacific Avenue and Puente Avenue intersection (this is located in the City of Baldwin Park). Staff from both cities answered questions and addressed many of the concerns listed OPTIONS: Options available to the City Council include: 1. Approve the project as proposed with the street transition in the City of West Covina, or 2. Approve the project with the transition in the City of Baldwin Park. ENVIRONMENTAL REVIEW: The City of Baldwin Park is the lead agency under the California Environmental Quality ACt (CEQA) and has prepared and certified all the necessary environmental documents.
