1. Approve a list of prequalified consultants to be used for Environmental Consulting
Services for three years ending April 1, 2023, and
2. Adopt the following resolution to revise the procedures to implement the California
Environmental Quality Act (CEQA and CEQA Guidelines.

5) CONSIDERATION OF AWARD OF BID FOR TACTICAL BULLETPROOF
VESTS FOR POLICE DEPARTMENT
CARRIED 5-0 to: take the following actions:
1. Find that F.S.O.C. LLC of El Segundo, CA is the lowest priced responsible bidder for
the Police Department tactical bulletproof vests; and
2. Approve a purchase order agreement with F.S.O.C. LLC totaling $99,360.30, from
account #155.31.3110.7160.
6) CONSIDERATION OF PURCHASING AND EQUIPPING POLICE PATROL
VEHICLES
CARRIED 5-0 to: It is recommended that the City Council take the following actions:
1. In accordance with Municipal Code Chapter 2, Article V1I, Division 2, Sec. 2-333 (i) (2),
and the findings of the West Covina Finance Department/Purchasing Officer, find that
the Sourcewell/National Joint Powers Alliance (NJPA) Master Vehicle Contract #
120716-NAF satisfies West Covina's bid process, and authorize the purchase of a total of
eight (8) Ford Police SUV Interceptor vehicles per specifications, directly from Wondries
Fleet Group of Alhambra (part of National Auto Fleet Group) for a total of $301,687.71,
including taxes and fees, using previously appropriated federal asset forfeiture funds;
2. Authorize the purchase of vehicle mounted equipment and installation services for these
new vehicles from Black & White Emergency Vehicles (the City's currently authorized
public safety equipment purchase and installation vendor), totaling $149,422.33, using
previously appropriated federal asset forfeiture funds; and
3. In accordance with Municipal Code Chapter 2, Article V1I, Division 2, Sec. 2-333 (b),
which states that bidding may be dispensed with when the commodity can be obtained
from only one (1) vendor, authorize the purchase of a vehicle mounted camera system for
eight (8) vehicles, per specifications, directly from WatchGuard Video of Allen, TX, for
a total of $44,685, including taxes, using previously appropriated federal asset forfeiture
finds.

7) CONSIDERATION OF THIRD AMENDMENT TO MV TRANSPORTATION,
INC. AGREEMENT FOR TRANSIT SERVICES

ACTION: MOTION BY COUNCILMAN CASTELLANOS AND SECONDED BY
COUNCILMAN JOHNSON, CARRIED 5-0 to: approve the Third Amendment to the
Agreement for transit services with MV Transportation, Inc. effective March 3, 2020 through
March 2, 2021.

ADJOURNMENT
A motion to adjourn the Regular Meeting in memory of Deputy Corporal Andrew Gillette and
Mr. David Mendoza was made by Mayor Wu, and the meeting was adjourned at 7:57 p.m, by
Mayor Wu. The next regularly scheduled Regular City Council Meeting will be hell on Tuesday,
March 17, 2020 at 700 p.m in the Council Chamber, 1444 West Garvey Avenue South, West
Covina, California.
