CALL TO ORDER
A Closed Session Meeting was called to order by Mayor Johnson on Tuesday, July 16, 2019 at
6:03 p.m., in the City Manager's Conference Room, 1444 West Garvey Avenue South, West
Covina, California. The meeting was recessed at 6:29 p.m.. and reconvened with all members
present at 8:27 p.m.

Thomas P, Duarte City Attorney reported in respect to Item: PUBLIC EMPLOYEE
APPOINTMENT Title: City Attorney, City Council voted 5-0 to direct City Manager to draft a
one year contact naming Thomas P. Duarte as City Attorney. He also stated City Council
directed Interim City Manager to withdraw from the Request for Proposal for City Attorney
Services and stated the remaining items on the Closed Session Agenda will be heard after the
Regular City Council Meeting.
David Carmany Interim City Manager reported City Council voted 4-l(JOHNSON NO), to
direct the City Attorney to negotiate and draft a contract, for consideration at the August 20th
meeting, appointing David Carmany as City Manager.
In respect to Item: PUBLIC EMPLOYEE APPOINTMENT Title: Finance Director there was no
report out from Closed Session regarding appointment of Finance Director.
In respect to Item: PUBLIC EMPLOYEE APPOINTMENT Title: Human Resources Director
there was no report out from Closed Session regarding appointment of Human Resources
Director.
Thomas P. Duarte City Attorney reported in respect to Item: CONFERENCE WITH REAL
PROPERTY NEGOTIATORS, City Council voted 4-1(JOHNSON NO), to direct the City
Manager to negotiate and execute both an access agreement and a Purchase & Sale Agreement
with Singpoli BD Capital Group, LLC. Once these agreements have been finalized and signed,
they will be broadly public disseminated and available on the City's web page devoted to the
BKK Development.
In respect to Item: CONFERENCE WITH LEGAL COUNSEL - EXISTING LITIGATION
there was no report out from Closed Session regarding existing litigation.
In respect to Item: CONFERENCE WITH LABOR NEGOTIATORS there was no report out
from Closed Session regarding conference with labor negotiators.
In respect to Item: CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED
LITIGATION there was no report out of Closed Session regarding anticipated litigation.

ADJOURNMENT
