CALL TO ORDER
A Regular Meeting was called to order by Mayor Johnson on Tuesday, July 16, 2019 at 7:00
p.m., in the Council Chambers,1444 West Garvey Avenue South, West Covina, California.

Thomas P. Duarte City Attorney reported in respect to Item PUBLIC EMPLOYEE
APPOINTMENT Title: City Attorney, City Council voted 5-0 to direct City Manager to draft a
one year contract naming Thomas P. Duarte as City Attorney. He also stated City Council
directed City Manager to withdraw the Request for Proposal for City Attorney Services and the
remaining items of Closed Session will be heard after the Regular Session.

Authorize the purchase of one 2017 Leader ambulance from Leader Emergency Vehicles,
totaling $202,834.72 in accordance with West Covina Municipal Code, Chapter 2, Article
VII, Division 2, Sec. 2-333 (i) (1), and the findings of the West Covina Finance
Department; Authorize the purchase of communications equipment totaling $6,105.22
from Acura Systems International Inc., in accordance with West Covina Municipal Code,
Chapter 2, Article VII, Division 2, Sec. 2-333 (i) (2), GSA contract no. GS-35F-0143R,
to be installed by Leader Emergency Vehicles in the new ambulance; Appropriate grant
funds from Assembly Bill 74 (Account No. 110.32.4521) to Vehicles and Mobile

Adopt the following resolution:

12) CONSIDERATION OF DESIGNATION OF VOTING DELEGATE FOR
LEAGUE OF CALIFORNIA CITIES 2019 ANNUAL CONFERENCE
CARRIED 5-0 to: designate a voting delegate for the League of California Cities 2019
Annual Conference and Expo, Annual Business Meeting (during General Assembly).
Mayor Pro Tern Wu nominated Mayor Johnson as City representative designee to serve
as voting delegate and volunteered himself to serve as alternate delegate representative of
the City.
COMMUNITY DEVELOPMENT
13) DISCUSSION REGARDING SHORT-TERM RENTALS IN WEST COVINA -
MAYOR PRO TEM WU
Jeff Anderson Community Development Director provided report and presentation.
CARRIED 5-0 to: discuss short-term rentals (i.e. Airbnb, VRBO, F1ipKey, HomeAway,
etc.) in West Covina and to receive and file.

Councilmember Castellanos requested an update with Los Angeles County Department of
Agriculture regarding coyotes, signs regarding coyotes, report on LED stop signs, as well as
feasibility and asked if solar power is available.
Councilwoman Lopez-Viado requested the Coyote Management Plan be made available to
residents and City Council, any updates made to the Coyote Management Plan and as well as any
previous reports. She requested enforcement on fireworks such as alternatives about what can be
done to better enforce the situation.
Mayor Pro Tern Wu requested that the City Attorney investigate what can be done to find illegal
activities relating to Air Bnb's.
Council Member Shewmaker requested that a summary of the coyote report be uploaded to the
City website, as well as the weekly updates for trapping of coyotes. Council Member Shewmaker
also requested to see any reports in which city lobbyists have been working on. She requested
reports on the landscape maintenance districts and asked that they include what they cover in
specific.
Mayor Johnson requested to work with other neighboring cities to put pressure on the coyote
packs.
Mayor Pro Tern Wu requested that the City Attorney investigate what can be done to find illegal
activities relating to Air Bnb's; he requested the Interim City Manager to report whether the
maintenance is being paid by the district or the park fee.
CITY COUNCIL COMMENTS
Mayor Johnson reminded the audience that the August 6, 2019 City Council Meeting had
previously been cancelled.
ADJOURNMENT
The Regular Meeting was adjourned at 8:22 p.m., by Mayor Johnson in memory of Community
& Senior Services Commissioner Phil Kauffman. The next regularly scheduled Regular City
Council Meeting will be held on Tuesday, August 20, 2019 at 7:00 p.m. in the Council Chamber,
1444 West Garvey Avenue South, West Covina, California.
