CALL TO ORDER
A Regular Meeting was called to order by Mayor Johnson on Tuesday, July 2, 2019 at 7:09 p.m.,
in the Council Chambers, 1444 West Garvey Avenue South, West Covina, California.

Mayor Johnson commented on speaker's concerns over coyotes in the community and the threat
they pose. He requested staff take a look at the problem and work with neighboring cities to
solve the problem.

AND ASSESSMENT
Mayor Johnson announced the Public Hearing matter, Assistant City Clerk Gallagher verified
that proper legal notice was given, and Mayor Johnson opened the Public Hearing. Economic
Development and Housing Manager Paulina Morales presented the staff report with the use of a
PowerPoint presentation. Staff responded to questions from Council.

to the Planning Commission and research to include LED lights.
10) MEASURE A UPDATE - COUNCILWOMAN LETTY LOPEZ VIADO
ACTION: MOTION BY COUNCILMAN CASTELLANOS AND SECONDE
BY COUNCILWOMAN LOPEZ-VIADO, CARRIED 5-0 to: receive and file this
informational report.
CITY COUNCIL REQUESTS FOR REPORTS STUDIES OR INVESTIGATION
11) REQUEST FROM COUNCILWOMAN LETTY LOPEZ-VIADO FOR CITY
COUNCIL CONSIDERATION TO EXPLORE ACTION STEPS IN SUPPORT
OF THE CONTINUING REVITALIZATION OF OLD DOWNTOWN WEST
COVINA/GLENDORA AVENUE
Councilwoman Lopez-Viado requested that there be some basic updates to the area and
requested to include the business owners in the area improvements.
Mayor Pro Tem Wu requested that staff research using tax money toward the
revitalization efforts as opposed to using the general fund.
Councilman Castellanos commented on getting the business owners to discuss if there is
any desire to revitalize the area.
Councilmember Shewmaker requested a status update of the businesses moving to the
Colony and requested that staff check with the owners of the former Michael's and
BestBuy locations due to community complaints regarding the water fountains.

The Regular Meeting was adjourned at 9:02 p.m., by Mayor Johnson. The next regularly
scheduled Regular City Council Meeting will beheld on Tuesday, July 16, 2019 at 7;00 p.m.
