Meeker AvAGENDA ITEM NO. 7    AGENDA STAFF REPORT City of West Covina | Office of the City Manager     DATE:July 16, 2019 TO:Mayor and City Council FROM:David Carmany Interim City Manager SUBJECT:CONSIDERATION OF RELEASE OF FAITHFUL PERFORMANCE GUARANTEE AND LABOR AND MATERIAL SECURITY DEPOSIT FOR 1027 S. MEEKER AVENUE RECOMMENDATION: It is recommended that the City Council accept on-site improvements and finish grading for 1027 S. Meeker Avenue and authorize the release of Faithful Performance security deposit in the amount of $10,242. DISCUSSION: Ms. Celia Graciano submitted an application to construct a 1,406 square-foot single-story addition to the rear of the existing single-family residence and to construct a new 640 square-foot detached second unit with attached two-car garage.  On March 16, 2017, Ms. Graciano entered into an Improvement Agreement with the City for the required on-site improvements in accordance with the conditions of approval for the development.  A form of security was required to be posted to guarantee construction of the required improvements to the satisfaction of the City Engineer.  Ms. Graciano posted a Faithful Performance Cash Deposit in the amount of $10,242 to guarantee completion of the required improvements. All improvements have been completed in accordance with the Improvement Agreement and to the satisfaction of the City Engineer; therefore, Ms. Celia Graciano is requesting the release of the cash deposit. OPTIONS: The City Council has the following options:  Approve Staff’s recommendation; or1. Provide alternative direction.2.
