It is recommended that the City Council receive and file this informational report.
BACKGROUND:
The Safe Neighborhood Parks Propositions (Proposition A) of 1992 and 1996, which voters approved on
November 3, 1992, and November 5, 1996, respectively, allocated a total of $110 million to Cities and the County
of Los Angeles on a per parcel basis. These funds were allocated proportionally to Cities and to the County (for
unincorporated areas of the County) based on the number of parcels within each jurisdiction, as determined by the
County Assessor. These Propositions (Old Park Bond) included the provision of Maintenance and Servicing
(M&S) funds to eligible agencies to offset the increased maintenance costs resulting from Proposition-funded
projects.
Measure A was a ballot initiative that was approved in November 2016 by a majority of Los Angeles County
voters. The Measure added a 1/4 cents parcel tax to each Los Angeles County residential property, ensuring cities
in Los Angeles County would get annual funding to add or improve park property and amenities. In addition to
each City's pro rata share, there is a competitive grant program which allows cities to apply for funding for regional
projects that impact communities in the region. Also, cities receive Maintenance and Servicing (M&S) funding to
help maintain new or enhanced projects in perpetuity.
The difference with Measure A funding compared to Old Park Bond funding, is that Measure A has no sunset
clause so there is no expiration date on the parcel tax being assessed. Funds pursuant to the 1992 Proposition were
collected and set aside in Fiscal Year 1993-1994 through Fiscal Year 2014-2015. The collection and set aside funds
available through the 1996 Proposition began in Fiscal Year 1997-1998 and extends through Fiscal Year
2018-2019. Old Park Bond M&S funding can only be used on projects already constructed (Attachment No. 1),
but M&S funding from Measure A can be used on not only new projects but the ones funded under the Old Park
Bond.
For West Covina, the total in assessments collected by the County between the Old Park Bonds is $2.54 million.
Interest in the amount of $566,280 has accrued on the balance of the assessments since the start of the collection,
for a total of $3.1 million. Because the City has expended $1.06 million of these funds on the maintenance of
projects, the City currently has $2.04 million in Old Park Bond M&S funding remaining in its County escrow
account. The City is in the process of drawing down some of those funds (Attachment No. 2). The City cannot
utilize new M&S funding until the City draws down its existing M&S funds, but that does not preclude the City
from applying for funding for the installation of a new project. Staff estimates that it will be eighteen months to
two years before it will need to use the new M&S funds because a project still has to be completed with Measure A
funding before we can tap into the new M&S funds to maintain the new project.
DISCUSSION:
The City of West Covina anticipates receiving an annual allocation of $323,000 for new/improved park projects
from Measure A and $78,000 annually of M&S funding to maintain new projects or improvements. The funding
cannot pay for programs like classes or new staff unless directly related to the improvement, like City staff who
maintain the Splash Pad at Del Norte Park.
The City conducted two Park Needs Assessments, and each yielded different results (Attachment No. 3).
Throughout the Park Needs Assessment meetings, staff expressed Council's priority in completing the lower plateau
at Shadow Oak Park. That project included a parking lot, restroom and tot lot, which was estimated at over $1
million when the design was completed in 2017. When staff bid the restroom project alone, those bids came in at
over $500,000, so it is advisable to bid the project as one package to be cost-effective. It was anticipated that the
City would fund that project in part by Measure A, and the other funding was slated to come from Park Dedication
Fees. Unless otherwise directed, the intention is to continue with Shadow Oak as the Community's priority project
and then, as other funding comes in, projects will be selected off the list.
As the City has transitioned to Council-Districts, staff plans on having multiple community meetings to enable
residents from each District to be heard on what projects they feel are important in their neighborhoods. The
Community & Senior Services Commission Ad-hoc Committee for Capital Improvement Projects will be involved
with the design elements and the Commission as a whole will make recommendations to the Council regarding
projects after having received input from the community at-large.

Fiscal Impact
FISCAL IMPACT:
The City of West Covina will receive an annual allocation of Measure A of approximately $323,000 for park
improvements and $75,000 annually for Maintenance & Servicing Funds to maintain new projects. Funds can be
"banked" for up to five years to accumulate funding for bigger projects.
