VINCENT AVENUE RECOMMENDATION: It is recommended that the City Council adopt the following resolution: RESOLUTION NO. 2019-32 – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING LOT LINE ADJUSTMENT NO. 195 LOCATED AT 200 AND 220 S. VINCENT AVENUE AND DIRECTING THE RECORDATION THEREOF DISCUSSION: Zoning ordinances and subdivision regulations are commonly used legal devices used to carry out the City's general Plan. The City's zoning ordinance divides the city into districts, or zones, and regulates land use activity in each district, specifying the permitted uses of land and buildings, the intensity or density of such uses, and the bulk (size) of buildings on the land. By contrast, the City's subdivision regulations govern both the division of land into two or more lots, parcels, or sites for building and the location, design, and installation of supporting infrastructure. In compliance with the City's subdivision regulations, the property owner for 200 and 220 S. Vincent Avenue has requested adjustment of the common lot line between the two parcels. One of the parcels is rectangular and 0.47 acres in size, occupied by the Pacific Western Bank. The other parcel is also rectangular and one acre in size, occupied by a vacant former Elephant Bar restaurant. The purpose of this lot line adjustment is to realign the property lines for the construction of a 4,217 square-foot fast food restaurant (Chick-Fil-A) with drive-through access. This lot line adjustment would reconfigure the existing lots as indicated in the following table: Parcel No.Address Existing Size Proposed Size Change 1 200 S. ENVIRONMENTAL REVIEW: The project is a Categorical Exemption Class 5 (Section 15305: Minor Alterations in Land Use Limitations) pursuant to the requirements of the California Environmental Quality Act of 1970 (CEQA) since the project involves a lot line adjustment with no creation of new parcels.
