05-21-2019 - Item 05 - Appointment of Lloyd Johnson As Representative To External AdviosryAGENDA ITEM NO. 5 AGENDA STAFF REPORT City of West Covina | Office of the City Manager DATE:May 21, 2019 TO:Mayor and City Council FROM:David Carmany Interim City Manager SUBJECT:APPOINTMENT OF LLOYD JOHNSON AS REPRESENTATIVE TO EXTERNAL ADVISORY BOARD - SAN GABRIEL VALLEY MOSQUITO & VECTOR CONTROL DISTRICT RECOMMENDATION: It is recommended that the Council confirm the Mayor’s appointment to the San Gabriel Valley Mosquito & Vector Control District. BACKGROUND: The City of West Covina is a member of a number of organizations dedicated to serving the interests of local government in this region, in the State of California, and in the nation. Additionally, the City is a member of a number of joint powers agencies and other entities, which require an appointment of a member to their governing bodies. Attachment No. 1 includes a description of these committees and any stipends associated with serving on the committees. Participation in these activities is significantly important to the City, in that the policies and decisions of these bodies may directly affect the interest of the City. Stipends, meeting times, and meeting locations are subject to change by the individual agencies. According to Section 5-b of the City Council Standing Rules, appointments of City Council Members to these organizations are based upon selection by the Mayor, whose selections are subject to confirmation by the City Council as a whole. “It shall be the prerogative of the Mayor, taking into consideration relative length of Council service, individual Councilmember preference and equivalency, to assign individual Council Members to various committees.” Per California State Law, Fair Political Practice Commission (FPPC) Form 806 is on file with the City Clerk's Office designating Councilmembers that will receive a stipend from these appointments. DISCUSSION: Mayor Lloyd Johnson announced his appointments to the various external advisory boards and the item was approved by the City Council at the February 5, 2019 City Council Meeting. A summary of the various Mayoral appointments is attached (Attachment No. 2). Former Mayor Mike Spence held the seat on the San Gabriel Valley Mosquito & Vector Control District Board representing the City of West Covina, and with his passing a replacement must be named. The vacancy on the San Gabriel Valley Mosquito & Vector Control District Board was properly noticed by the City Clerk's Office and two members of the public expressed interest in serving as the City of West Covina's representative, in addition to Mayor Lloyd Johnson. The Mayor has chosen himself to serve as the City's representative and will finish out the remainder of the term for the San Gabriel Valley Mosquito and Vector Control District, which expires January 2020. OPTIONS: The City Council has the following options: 1. Confirm the Mayor's appointment to the San Gabriel Valley Mosquito & Vector Control District; or 2. Provide alternative direction.
