05-07-2019 - Item 13 - Consideration of Award of Bid For Police Department Firearms Range UpgradeAGENDA ITEM NO. 13 AGENDA STAFF REPORT City of West Covina | Office of the City Manager DATE:May 7, 2019 TO:Mayor and City Council FROM:David Carmany Interim City Manager SUBJECT:CONSIDERATION OF AWARD OF BID FOR POLICE DEPARTMENT FIREARMS RANGE UPGRADE RECOMMENDATION: It is recommended that the City Council take the following actions: 1.Find that Cinbad Industry is the sole responsible bidder for the Police Department firearms range upgrade; and 2.Authorize the City Manager to negotiate and execute a professional services agreement and related documents with Cinbad Industry totaling $110,170.13, from Account No. 117.31.3110.7500 and No. 130.31.3120.6270. DISCUSSION: Over a year ago, the Police Department’s staff discovered that the protective panels in the firearms range were damaged and too saturated with metal to function properly. This resulted in concerns regarding officer safety and the range was shut down for repairs. During the first repair assessment, further damage was discovered. The ballistic panels, rubber blocks, and the bullet trap all needed replacement. Additionally, a targeting system incorporating simulator technology also needed to be incorporated. In 2018, the City Council appropriated a combination of federal asset forfeiture funds and federal Justice Assistance Grant (JAG) funds for items needing replacement in the Police Department firearms range. Agenda item #14 of September 18, 2018 stated that staff would conduct a competitive bid process for these Police Department firearms range items, and then return to the City Council to award the bid. A Request for Quotations (RFQ) for these range items was completed and published online at Planet Bids on March 7, 2019. Three (3) vendors attended the mandatory site visit and walk through on March 19, 2019. On the bid deadline of April 10, 2019, staff received one (1) sealed bid package, from Cinbad Industry of Chatsworth, CA. Staff reviewed this bid package, and concluded that it was fully responsive to the RFQ. Staff also contacted Cinbad Industry’s previous clients, who reported satisfaction with their professional work. Prepared by: Alex B.
