SUBJECT:AWARD OF CONTRACT FOR ANNUAL CONCRETE REPAIR PROGRAM -
PROJECT NO. SP-18003, SP-18030, AND SP-19002
RECOMMENDATION:
It is recommended that the City Council authorize the Interim City Manager to execute a contract
agreement with CT & T Concrete Paving, Inc., of Diamond Bar, California, in the amount of
$126,213.34 for the Annual Concrete Repair Program.
DISCUSSION:
In an effort to maintain its existing infrastructure, the City repairs damaged sidewalks, walkways,
driveway approaches and curb and gutter caused by extensive wear and tear, sub-grade settlement, or
growth of tree roots on an annual basis. The work to be performed in this project includes the
removal and replacement of existing damaged concrete sidewalks, curb and gutters and removal of
conflicting street trees at various locations citywide.
A Notice Inviting Bids was advertised in the San Gabriel Valley Tribune on March 12 and March
19, 2019. In addition, the project was advertised on Planetbids.com, ebidboard.com, and
construction.com. On April 2, 2019, the City received the following nine bids:

CT & T Concrete Paving, Inc. submitted the lowest responsible bid in the amount of $126,213.34.
The engineer's estimate for this project was $166,600. Nine bids were received and the price
submitted by CT & T Concrete Paving, Inc., was lower than the engineer's estimate. CT & T
Concrete Paving, Inc. has a valid State contractor's license and has completed similar projects for the
Cities of Chino, Cypress and Downey. If the contract is awarded, construction will start following
issuance of a Notice to Proceed. The project is anticipated to be completed by June 2019.
OPTIONS:
The City Council has the following options:
1) Approve staff’s recommendation;
2) Reject all bids and re-advertise; or
3) Provide alternative direction.

Funds were approved by the City Council as part of Fiscal Year (FY) 2018-19 Capital Improvement
Program (CIP) budget. The TDA funds must be used by June 30, 2019. There is no impact to the
General Fund. The following special funds were budgeted for FY 2018-19 for this project:
