SUBJECT:CONSIDERATION OF AMENDMENT OF CONTRACT FOR CITY
ENGINEER SERVICES (WILLDAN)
RECOMMENDATION:
It is recommended that the City Council authorize the Interim City Manager to execute the First
Amendment to the Agreement for Professional Services for City Engineer Services by Willdan in
the amount of $50,000 for Fiscal Year 2018-19.
DISCUSSION:
The loss of the Public Works Director in June of 2018, and subsequent City Hall reorganization to
create the Community Development Department created a need to provide contractual City Engineer
services from a Professional Engineer (PE). In previous years, the City included a Professional
Engineer (PE) on staff as the Public Works Director. From July to October, 2018, the City has
utilized the services of Emilio Murga, PE (Willdan) to manage the Public Works Department.
Beginning in November, the Community Development Department was formed and incorporated
the Engineering Division into that Department. It is required that the City have a PE on staff to
provide review of applications such as grading plans, subdivisions, preparing project specifications
and training Engineering staff.
On November 20, 2018, the City Council approved an Agreement for Professional Services with
Willdan to provide City Engineer Services for $95,000 for Fiscal Year 2018-19 and for $20,500 for
Fiscal Year 2019-20. At that time the City had restructured the organization by splitting the
divisions of the Public Works Department between the newly formed Community Development and
Public Services Departments. Because the City has always had a PE on staff, it has been difficult to
estimate the cost of providing City Engineer services. Based on the costs of providing PE services
thus far, staff is requesting an increase in the Agreement for Professional Services for Willdan by
$50,000. This increase in the Agreement would come from existing funds within the budget
(primarily special funds) so there is no need for a budget adjustment. The current contract for
Engineering Services ends on September of 2019, and an RFP (Request for Proposals) has been
released for City Engineering services and proposals have been received. Staff will be coming back
to a future City Council Meeting with those findings.
OPTIONS:
The City Council has the following options:
1.Approve staff’s recommendation; or
2.Provide alternative direction.

Fiscal Impact
FISCAL IMPACT:
The fiscal impact for City Engineer services will be $160 per hour up to $145,000 for FY 18/19 and
$20,500 for FY 19/20 (through September). While some of the funds utilized will be General Fund,
the majority of funds that will be utilized include transportation funds, maintenance district funds,
and sewer funds, depending on the projects being reviewed and approved. This increase in the
Agreement would come from existing funds within the budget (primarily special funds) so there is
no need for a budget adjustment.
