04-16-19 - Item 05 - Approval of Agreement with Munitemps For Interim Human ResourceRisk Management Director ServicesAGENDA ITEM NO. 5 AGENDA STAFF REPORT City of West Covina | Office of the City Manager DATE:April 16, 2019 TO:Mayor and City Council FROM:David Carmany Interim City Manager SUBJECT:APPROVAL OF AGREEMENT WITH MUNITEMPS FOR INTERIM HUMAN RESOURCES/RISK MANAGEMENT DIRECTOR SERVICES RECOMMENDATION: It is recommended that the City Council approve the agreement with MuniTemps for Interim Human Resources/Risk Management Director Services in an amount not to exceed $80,000. DISCUSSION: The previous Human Resources/Risk Management Director gave notice of his resignation at the end of February 2019. With his last day slated for Friday, March 8th, City staff reached out to MuniTemps to interview and hire a temporary Interim Human Resources/Risk Management Director. With the resignation, it was imperative to have someone with experience to be able to step right in and oversee day-to-day operations of the Human Resources/Risk Management Department with the volume of personnel matters, litigation and claims the City receives. In addition, with the resignation of the former City Manager effective March 5, 2019, the recruitment for an Interim City Manager and permanent City Manager needed to begin immediately. The Interim Human Resources/Risk Management Director began on Monday, March 11, 2019, and is budgeted to be in this role through June 30, 2019, however that could change if the City hires a permanent Human Resources/Risk Management Director by that time. The Acting City Manager signed under her authority until the item could be brought before the City Council. The City reserves the right to adjust hours, length of contract, or contract personnel assigned to the City. OPTIONS: The City Council has the following options: 1.Approve staff's recommendation; or 2.Provide alternative direction. Prepared by: Nikole Bresciani, Assistant City Manager/Public Services Director Fiscal Impact FISCAL IMPACT: The City Council approved a budget amendment at the April 2, 2019 City Council Meeting appropriating the funds for this professional service. $80,000 was the projection from March 11, 2019 thru June 30, 2019 for 40 hours per week, 16 weeks, at $125/hour.
