04/02/2019 - Item 09- City Manager SalaryAGENDA ITEM NO. 9 DATE: TO: FROM: SUBJECT: RECOMMENDATION: AGENDA STAFF REPORT City of West Covina I Office of the City Manager April 2, 2019 Mayor and City Council Nikole Bresciani Acting City Manager CITY MANAGER SALARY SURVEY Staff recommends that the City Council adopt the following resolution establishing an annual salary for the position of City Manager: RESOLUTION NO.2019-18 — A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING AN ANNUAL SALARY FOR THE POSITION OF CITY MANAGER BACKGROUND: To allow staff to advertise for the open City Manager position, it is recommended that the City Council establish a salary that it would pay for City Manager services. Setting either a salary or a salary range is a requirement should the City hire an interim City Manager who is a PERS annuitant; the interim must be paid an hourly rate amount within the range, or at the salary that is established. The approved salary amount for the City Manager position would be in addition to any other compensation or benefits such as auto allowance, contribution to deferred compensation account, health benefits etc. An interim City Manager candidate would not receive compensation other than an hourly wage within the approved range. DISCUSSION: Human Resources staff surveyed 14 surrounding cities, and also 13 cities with comparable populations. OPTIONS: The City Council has the following options: 1. Approve staff s recommendation to set an exact salary amount; 2. Approve a salary range; or 3. Provide alternative direction. Prepared by: Martin Pinon, Interim HR Director Fiscal Impact FISCAL IMPACT: This position is allocated, however there is insufficient funding in the General Fund to cover additional salary in the Fiscal Year 2018-2019 budget. A future budget amendment would be needed to be approved if additional salary is approved by the City Council.
