TRAFFIC COMMITTEE MEETING MINUTES (accept & file) 1) March 15, 2017 Traffic Committee Meeting Minutes a) 301 South Glendora Avenue Angle Parking Concerns After deliberating this matter, the Committee decided that additional staff evaluation of the parking would be needed as the design of the Ramblas project moves forward in order to best identify how this parking concern should be addressed and that action on this item should be held until that time. b) Request for additional Crosswalk Controls at Puente Street and Nora Avenue The Committee concurred with the findings of the study and is recommending that rectangular rapid flashing beacons (RRFB) be installed and that the existing crossing signs be upgraded to new fluorescent yellow-green signs. c) Request for additional Crosswalk Controls at Orange Avenue and Eldred Avenue Based on the above, the Committee does not recommend the installation of additional controls at the crossing, other than additional red curb at the north side of the crosswalk. d) Request for additional Crosswalk Controls at Orange Avenue and Glenmere Street Based on the above, the Committee does not recommend installation of additional crosswalk controls at the crossing, but does concur with the replacement of the older school crossing sign for the northbound direction with a new florescent yellow-green sign. e) Request for Streetlight on Workman Avenue at Orange Avenue The Committee concurred with the findings and is recommending installation of an additional streetlight on Workman Avenue at the northeast corner with Orange Avenue. f) Request for Red Curb at 1631 East Merced Avenue Since the Committee had several questions regarding code requirements potentially affecting the installation of the red curb and conditionally approved the installation, contingent upon further research on the appropriateness of its installation based on code requirements. 4 Agenda material is available at www.westcovina.org Tuesday April 04, 2017 INVESTMENT REPORT (receive & file) 2) City Investment Report for the Month Ended February 28, 2017 It is recommended that the City Council receive and file the Investment Report for the month ended February 28, 2017, 3) Successor Agency Investment Report for the Month Ended February 28, 2017 It is recommended that the Chair and Board Members of the Successor Agency to the former West Covina Redevelopment Agency, receive and file the Investment Report for the month ended February 28, 2017. FINANCE DEPARTMENT 4) U.S. Bank Cal-Card Program It is recommended that the City Council authorize the City Manager to execute an agreement utilizing the State of California Participating Addendum No. 7-14-99-22 "Local Agency Subscription Agreement" with U.S. Bank to participate in their Purchase Card Program known as CAL-Card. 5) Franchise Fee Audit and Consulting Services It is recommended that the City Council authorize the City Manager to execute a three- year agreement with two one-year renewal options with MuniServices, LLC, subject to City Attorney approval, to provide franchise fee audit and consulting services in an amount not to exceed $375,000, 6) Fiscal Year 2016-17 Budget Amendments It is recommended that the City Council: 1) Establish Project# 17045 for the purchase of two (2) Portable Changeable Message Signs; and 2) Adopt the following resolution: RESOLUTION NO. 2017-13 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ADOPTING A BUDGET AMENDMENT FOR THE FISCAL YEAR COMMENCING JULY 1, 2016 AND ENDING JUNE 30, 2017 5 Agenda material is available at www.westcovina.org Tuesday April 04, 2017 HUMAN RESOURCES 7) Amendment to the Memorandum of Understanding with the West Covina Firefighters' Association and the Appropriation of Funds It is recommended that the City Council adopt the following resolutions: RESOLUTION NO. 2017-8 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF WEST COVINA AND THE WEST COVINA FIREFIGHTERS' ASSOCIATION FOR THE PERIOD OF JULY 1, 2014 THROUGH DECEMBER 31, 2016 RESOLUTION NO. 2017-15 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ADOPTING A BUDGET AMENDMENT FOR THE FISCAL YEAR COMMENCING JULY 1, 2016 AND ENDING JUNE 30, 2017 8) Approval of Revised Police Chief Job Classification It is recommended that the City Council approve a revised Job Classification for the position of Police Chief. Motion by second by to 13) Request from Mayor Pro Tern Spence for City Council to Discuss Joining the Coalition for Affordable, Reliable, and Equitable Housing (CARE) and take a Formal Position Opposing AB 199 (Chu) - Public Works: Private Residential Projects It is recommended that the City Council discuss whether or not to join the Coalition for Affordable, Reliable, and Equitable Housing (CARE) and take a formal position opposing AB 199 (Chu), as well as, direct staff to send a letter to the author and our local legislators, if a formal position is taken. Manner of addressing council; time limit; persons addressing may be sworn. (a) Each person addressing the council shall step up to the rostrum, shall give his or her name and city of residence in an audible tone of voice for the record and unless further time is granted by the council, shall limit his or her address to five (5) minutes. (b) The city council may establish a limit on the duration of oral communications. (c) All remarks shall be addressed to the council as a body and not to any member thereof. No person, other than the council and the person having the floor, shall be permitted to enter into any discussion, either directly or through a member of the council, without the permission of the presiding officer. No question shall be asked of a councilmember except through the presiding officer. (d) The presiding officer may require any person to be sworn as a witness before addressing the council on any subject. Any such person who, having taken an oath that he or she will testify truthfully, willfully and contrary to such oath states as true any material matter which he knows to be false may be held to answer criminally and subject to the penalty prescribed for perjury by the provisions of the Penal Code of the state. Sec. 2-50. Decorum--Required. (a) While the council is in session, the members must preserve order and decorum, and a member shall neither, by conversation or otherwise, delay or interrupt the proceedings or the peace of the council nor disturb any member while speaking or refuse to obey the orders of the council or its presiding officer, except as otherwise herein provided. (b) Any person making personal, impertinent or slanderous remarks or who shall become boisterous while addressing the council shall be forthwith, by the presiding officer, barred from further audience before the council, unless permission to continue be granted by a majority vote of the council. Sec. 2-52. Persons authorized to be within council area. No person, except city officials, their representatives and members of the news media shall be permitted within the rail in front of the council chamber without the express consent of the council.
