TRAFFIC COMMITTEE MEETING MINUTES (accept & file)
5) Traffic Committee Minutes from November 2016
It is staff's recommendation that the City Council receive and file the minutes of the
Traffic Committee meeting held on November 16, 2016.
This item was continued from the December 6, 2016, City Council meeting to provide
additional notification to the affected properties and properties within 300-feet of the
proposed parking restrictions on Randall Way. Additional information was also provided
to the notified property owners of the type of parking restrictions and number of permits
issued per household. A separate report is provided to the City Council to approve the
requested parking restrictions.
Public Works Staff also sent out notice to the properties along Aroma Drive between
Azusa Avenue and Galster Way of the proposed parking restrictions along the southerly
side of Aroma Way between Rose Court and Galster Way. Residents and property owners
were requested to contact the Public Works Department if they have input or comments
regarding this item. A separate report is provided to the City Council to approve the
requested parking restrictions.

(Acct# 158.41.4201.6167) and expenditures in the amount of $13,600 to Overtime (Acc tlf

13) Architectural and Urban Design Services for Private Development Projects in the
Downtown Plan
It is staff's recommendation that the City Council authorize the City Manager to execute
an agreement with RRM Design Group to be used for Architectural and Urban Design
Consulting Services for three years ending January 17, 2020 in an amount not to exceed
$100,000 over the term of the agreement.
POLICE DEPARTMENT
14) Vehicle Mounted Equipment for Police Vehicles
It is staffs recommendation that the City Council take the following actions:
I) Authorize the purchase of a vehicle mounted camera system for 10 vehicles, per
specifications, directly from WatchGuard Video of Allen, TX, for a total of $63,438,

including taxes, from funds previously appropriated or budgeted for this purpose (in funds
160, 361, and 117), in accordance with Municipal Code Chapter 2, Article VII, Division
2, Sec. 2-330 (b), which states that bidding may be dispensed with when the commodity
can be obtained from only one (1) vendor; and
2) Find that the City of Arcadia's Request for Bid (RFB) in March of 2016 for safety
vehicle equipment and installation services satisfies West Covina's bid process, in
accordance with Municipal Code Chapter 2, Article VII, Division 2, Sec. 2-333 (i) (2),
and the findings of the West Covina Finance Department; and
3) Authorize the City Manager to enter into agreements with Black & White Emergency
Vehicles for public safety vehicle equipment and installation services through the term of
Arcadia's purchase agreements (through Fiscal Year 2019-2020). The first purchase
agreement, for the 12 police vehicles that were recently ordered, will total $117,130.44;
and
4) Waive the bid process and authorize the purchase of eight (8) vehicle mounted APX
radios from Motorola, totaling $56,072.25, using funds previously appropriated or
budgeted (in funds 160, 361, and 117), in accordance with Municipal Code Chapter 2,
Article VII, Division 2 Sec. 2-330 (h), which states that the City Council can dispense
with the bidding process when it will prove impracticable or uneconomical.
PUBLIC WORKS
15) Rejection of Bid for Graffiti Abatement Services
It is staffs recommendation that the City Council take the following actions:
1) Reject the bid received for graffiti abatement services as submitted in the Office of City
Clerk; and
2) Authorize the City Manager to perform graffiti abatement services in-house; and
3) Increase the number of authorized full-time Maintenance Worker I positions in the
Public Works Department by two; and
4) Appropriate expenditures in the General Fund in the amount $31,825.53 to Graffiti
(Acet # 110.41.4142.6169), revenues in the General Fund in the amount of $20,000 to
Facility Rentals (Acct # 110.51.4682), expenditures in the Gas Tax Fund in the amount of
$3,825.91 to Graffiti (Acct # 124.41.4151.6169) and expenditures in the Housing Fund in
the amount of $1,739.04 to Graffiti (Acct # 820.22.2210.6169)
16) Amendment No. 1 to West Coast Arboristsi Contract for Citywide Tree Maintenance

Amendment No. 1 to West Coast Arborists contract extending the contract for five years
and establishing a five-year tree trimming cycle.
17) Award of Contract for Annual On-Call Maintenance Services for Street Striping and
Pavement Markings
It is staff's recommendation that the City Council authorize the City Manager to execute a
contract with Superior Pavement Markings, Inc. in the amount not to exceed of $180,000
($60,000 annually) for a one-year contract with the option of two one-year extensions to
provide annual on-call services for the maintenance of street striping and pavement
markings at various locations throughout the City.
18) Agreement for Janitorial Services for City Buildings and Facilities
It is staffs recommendation that the City Council authorize the City Manager to execute
an agreement with United Maintenance Systems in the total amount of $974,400
($243,600 annually) for a one (1) year contract with the option to renew for three (3) one-
year terms to provide janitorial services for City buildings and facilities.
19) Professional Services Agreement with Civil Source, Inc. for the Design of Cameron
Avenue Streets Rehabilitation (Project No. SP-17003)
It is staff's recommendation that the City Council authorize the City Manager to execute a
professional services agreement with Civil Source, Inc. in the amount of $49,500 for the
design of the Cameron Avenue Street Rehabilitation Project.
20) Randall Way Permit Parking
It is staff's recommendation that the City Council approve the implementation of permit
only parking on Randall Way from Sunset Avenue to Shadydale Avenue, Sunday through
Saturday.
21) Aroma Drive Bicycle Lane
It is staff's recommendation that the City Council Approve the installation of bicycle lanes
on Aroma Drive from Azusa Avenue to Galster Way.

RULES OF DECORUM
The following are excerpts from the West Covina Municipal Code:
See. 2-48. Manner of addressing council; time limit; persons addressing may be sworn.
(a) Each person addressing the council shall step up to the rostrum, shall give his or her name and city of
residence in an audible tone of voice for the record and unless further time is granted by the council, shall
limit his or her address to five (5) minutes.
(b) The city council may establish a limit on the duration of oral communications.
(c) All remarks shall be addressed to the council as a body and not to any member thereof. No person, other
than the council and the person having the floor, shall be permitted to enter into any discussion, either
directly or through a member of the council, without the permission of the presiding officer. No question
shall be asked of a councilmember except through the presiding officer.
(d) The presiding officer may require any person to be sworn as a witness before addressing the council on any
subject. Any such person who, having taken an oath that he or she will testify truthfully, willfully and
contrary to such oath states as true any material matter which he knows to be false may be held to answer
criminally and subject to the penalty prescribed for perjury by the provisions of the Penal Code of the state.
Sec. 2-50. Decorum—Required.
(a) While the council is in session, the members must preserve order and decorum, and a member shall neither,
by conversation or otherwise, delay or interrupt the proceedings or the peace of the council nor disturb any
member while speaking or refuse to obey the orders of the council or its presiding officer, except as
otherwise herein provided.
(b) Any person making personal, impertinent or slanderous remarks or who shall become boisterous while
addressing the council shall be forthwith, by the presiding officer, barred from further audience before the
council, unless permission to continue be granted by a majority vote of the council.
Sec. 2-52. Persons authorized to be within council area.
No person, except city officials, their representatives and members of the news media shall be permitted within
the rail in front of the council chamber without the express consent of the council.
