POLICE DEPARTMENT 5) State Office of Traffic Safety (OTS) Grant Ills recommended that the City Council accept the Office of Traffic Safety (OTS) Selective Traffic Enforcement Program (STEP) reimbursable grant (#PT17142) for traffic enforcement overtime activities, and appropriate revenues in the amount of $40,000 into account 207.31.4581, and expenditures in the amount of $40,000, as follows: • $36,233 in 207.31.3150.5113 (traffic enforcement overtime); • $1,303 in 207.31.3150.6050 (grant travel and training); • $2,464 in 207.31.3150.6270 (enforcement supplies). 6) Fiscal Year 2016-17 Supplemental Law Enforcement Services Account (SLESA) Funds It is recommended that the City Council: 5 Agenda material is available at www.westeovina.arg Tuesday October 18, 2016 1.) Appropriate expenditures from the Fiscal year (FY) 2016-17 Supplemental Law Enforcement Services Account (SLESA) funds, totaling an estimated $166,130, as follows: • $75,000 into 155.31.3110.5112 for continued part-time Sergeant position funding; • • $30,000 into 155.31.3110.6120 for Graffiti Tracker service; • $40,000 into 155.31.3110.6220 for police supplies including surveillance items, specialized ammunition, and tactical supplies; • $46,130 into 155.31.3110.7160 for ballistic helmets and vehicle mounted equipment; and 2.) Authorize the transfer of any remaining balance of previously appropriated SLESA funds between accounts for personnel, supplies, and equipment in order to expedite expenditures that must be completed by the end of this fiscal year. 7) Private Grant (Kaiser Foundation Hospitals) for Police Explorers It is recommended that the City Council accept the new Kaiser Foundation Hospitals grant and appropriate revenues in the amount of $4,000 into account 221.31.4864 and expenditures in the amount of $4,000 into account 221.31.3151.6338. PUBLIC WORKS 8) Increase Performance Truck Repair Purchase Order Amount for Fire Apparatus Repairs for Fiscal Year 2015-2016 It is recommended that the City Council approve increasing the Performance Truck Repair purchase order in the amount of $10,020.53 for Fiscal Year 2015-16. 9) Change Order to West Coast Arborists, Inc. Contract It is recommended that the City Council approve a change order to West Coast Arborists, Inc. in the amount of $140,000 for additional tree maintenance services as approved in the Fiscal Year 2016-2017 Capital Improvement Program budget. Manner of addressing council; time limit; persons addressing may be sworn. (a) Each person addressing the council shall step up to the rostrum, shall give his or her name and city of residence in an audible tone of voice for the record and unless further time is granted by the council, shall limit his or her address to five (5) minutes. (b) The city council may establish a limit on the duration of oral communications. (c) All remarks shall be addressed to the council as a body and not to any member thereof. No person, other than the council and the person having the floor, shall be permitted to enter into any discussion, either directly or through a member of the council, without the permission of the presiding officer. No question shall be asked of a couneilmember except through the presiding officer. (d) The presiding officer may require any person to be sworn as a witness before addressing the council on any subject. Any such person who, having taken an oath that he or she will testify truthfully, willfully and contrary to such oath states as true any material matter which he knows to be false may be held to answer criminally and subject to the penalty prescribed for perjury by the provisions of the Penal Code of the state. Sec. 2-50. Decorum—Required. (a) While the council is in session, the members must preserve order and decorum, and a member shall neither, by conversation or otherwise, delay or interrupt the proceedings or the peace of the council nor disturb any member while speaking or refuse to obey the orders of the council or its presiding officer, except as otherwise herein provided. (b) Any person making personal, impertinent or slanderous remarks or who shall become boisterous while addressing the council shall be forthwith, by the presiding officer, barred from further audience before the council, unless permission to continue be granted by a majority vote of the council. Sec. 2-52. Persons authorized to be within council area. No person, except city officials, their representatives and members of the news media shall be permitted within the rail in front of the council chamber without the express consent of the council. The City of West Covina ORDINANCES FOR ADOPTION 3) Amendment of West Covina Municipal Code Regarding Grounds for Removal of Commissioners It is recommended that the City Council waive further reading and adopt the following ordinance: ORDINANCE NO. 2301 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING SECTIONS 2-67(d) OF CHAPTER 2, ARTICLE III, OF THE WEST COVINA MUNICIPAL CODE REGARDING REMOVAL OF COMMISSIONERS FINANCE DEPARTMENT 4) Fiscal Year 2015-16 and Fiscal Year 2016-17 Budget Amendments It is recommended that the City Council approve the proposed Fiscal Year 2015-16 Budget Amendments: 1.) Appropriate expenditures in the amount of $532,582 to project improvements (Acct ft 190.22.2231.6457) for the new Auto Plaza LED reader board sign. POLICE DEPARTMENT 5) State Office of Traffic Safety (OTS) Grant It is recommended that the City Council accept the Office of Traffic Safety (OTS) Selective Traffic Enforcement Program (STEP) reimbursable grant (#PT17142) for traffic enforcement overtime activities, and appropriate revenues in the amount of $40,000 into account 207.31.4581, and expenditures in the amount of $40,000, as follows: • $36,233 in 207.31.3150.5113 (traffic enforcement overtime); • $1,303 in 207.31.3150.6050 (grant travel and training); • $2,464 in 207.31.3150.6270 (enforcement supplies). 6) Fiscal Year 2016-17 Supplemental Law Enforcement Services Account (SLESA) Funds It is recommended that the City Council: 5 Agenda material is available at www.westeovina.org Tuesday October 18, 2016 1.) Appropriate expenditures from the Fiscal year (FY) 2016-17 Supplemental Law Enforcement Services Account (SLESA) funds, totaling an estimated $166,130, as follows: • $75,000 into 155.31.3110.5112 for continued part-time Sergeant position funding; • • $30,000 into 155.31.3110.6120 for Graffiti Tracker service; • $40,000 into 155.31.3110.6220 for police supplies including surveillance items, specialized ammunition, and tactical supplies; • $46,130 into 155.31.3110.7160 for ballistic helmets and vehicle mounted equipment; and 2.) Authorize the transfer of any remaining balance of previously appropriated SLESA funds between accounts for personnel, supplies, and equipment in order to expedite expenditures that must be completed by the end of this fiscal year. 7) Private Grant (Kaiser Foundation Hospitals) for Police Explorers It is recommended that the City Council accept the new Kaiser Foundation Hospitals grant and appropriate revenues in the amount of $4,000 into account 221.31.4864 and expenditures in the amount of $4,000 into account 221.31.3151.6338. PUBLIC WORKS 8) Increase Performance Truck Repair Purchase Order Amount for Fire Apparatus Repairs for Fiscal Year 2015-2016 It is recommended that the City Council approve increasing the Performance Truck Repair purchase order in the amount of $10,020.53 for Fiscal Year 2015-16. 9) Change Order to West Coast Arborists, Inc. Contract It is recommended that the City Council approve a change order to West Coast Arborists, Inc. in the amount of $140,000 for additional tree maintenance services as approved in the Fiscal Year 2016-2017 Capital Improvement Program budget.
