CALL TO ORDER
A Regular City Council Meeting was called to order by Mayor Johnson on Tuesday, April 16,
2019 at 7:05 p.m., in the Council Chamber, 1444 West Garvey Avenue South, West Covina,
California.
PLEDGE OF ALLEGIANCE
Councilman Dario Castellanos led the Pledge of Allegiance.

REPORTING OUT FROM CLOSED SESSION
Mayor Johnson stated that there was no reportable action due to the cancellation of the Closed
Session Meeting.
David Carmany, Interim City Manager requested the removal of agenda items 1 and 5 from the
Consent Calendar.
AGENDA REORDERD BY MAYOR JOHNSON
Mayor Johnson announced that he would providing adjournment motions at this time.
ADJOURNMENT
The meeting was adjourned in the name of Mike Spence, former Mayor and Councilman of the
City of West Covina and local resident, 11-year-old Denise Alyna Saldete.
Mayor Johnson provided a few words in honor of Mike Spence, former Mayor and Councilman
of the City of West Covina. Councilwoman Letty Lopez-Viado provided a few words in honor of
Denise Alyna Saldete and a certificate was presented to the family on behalf of the City of West
Covina.

---End of Oral Communications ---
David Carmany, Interim City Manager spoke regarding earlier comments made by a member of
the public regarding speed humps within the city. He noted having met with the Chief of Police
and Traffic Engineer regarding this issue and stated he would follow up with Council in the
future to provide some constructive suggestions to help address the problem.
Mayor Pro Tem Wu directed staff to follow up with the LED light that was reported to not be
working.
Councilmember Shewmaker stated that funds had previously been approved to repair the LED
light.

3) CONSIDERATION OF PLACING "SAY NO TO PANHANDLING" SIGNS IN
DESIGNATED CITY AREAS -COUNCILWOMAN LOPEZ-VIADO
CARRIED 5-0, to: direct the City Manager to install "Say No to Panhandlers" signs in
designated areas within the City.
4) EVALUATION OF SENIOR DISCOUNT FOR CITY TRANSPORTATION-
COUNCILMEMBER SHEWMAKER

representatives for Senate Bill (SB) 751.

7) CONSIDERATION OF AMENDMENT OF CONTRACT FOR CITY ENGINEER
SERVICES (WILLDAN)

to the Agreement for Professional Services for City Engineer Services by Willdan in the

BUILDING SERVICES (RKA)

to the Agreement for Professional Services for Building Services by RKA in the amount

11) DISCUSSION REGARDING SHOPPING CART CONTAINMENT
Community Development Director Anderson provided the report and responded to
questions from Council.
ACTION: MOTION BY COUNCILMEMBER SHEWMAKER AND
SECONDED BY MAYOR PRO TEM WU, CARRIED 5-0, to: direct staff to prepare
an ordinance and start the process of hiring a cart removal company.

Councilman Castellanos stated if feasible, he wished to direct staff to prepare an ordinance
which would require businesses to have locking trash enclosures.
ADJOURNMENT
The Regular Meeting was adjourned at 9:01 p.m., Mayor Johnson in the name of Mike Spence,
former Mayor and Councilman of the City of West Covina and local resident, 11-year-old
Denise Alyna Saldete. The next regularly scheduled Regular City Council Meeting will be held
on Tuesday, May 7, 2019 at 7:00 p.m. to be held in the Council Chambers, 1444 West Garvey
Avenue South, West Covina, California.
