GARVEY AVENUE SOUTH WEST COVINA, CALIFORNIA 91790 MINUTES CALL TO ORDER A Regular City Council Meeting was called to order by Mayor Johnson on Tuesday, April 16, 2019 at 7:05 p.m., in the Council Chamber, 1444 West Garvey Avenue South, West Covina, California. PLEDGE OF ALLEGIANCE Councilman Dario Castellanos led the Pledge of Allegiance. ROLL CALL Councilmembers Present: Councilmembers Dario Castellanos, Letty Lopez-Viado, Jessica C. Shewmaker, Mayor Pro Tern Tony Wu, Mayor Lloyd Johnson Councilmembers Absent: None City Staff: Present: David Carmany Interim City Manager, Nikole Bresciani Assistant City Manager/Public Services Director, Scott E. Porter City Attorney, Carrie Gallagher Assistant City Clerk; other city staff presented reports and responded to questions as indicated in the minutes. 04/16/19 CC Regular Meeting Minutes REPORTING OUT FROM CLOSED SESSION Mayor Johnson stated that there was no reportable action due to the cancellation of the Closed Session Meeting. David Carmany, Interim City Manager requested the removal of agenda items 1 and 5 from the Consent Calendar. AGENDA REORDERD BY MAYOR JOHNSON Mayor Johnson announced that he would providing adjournment motions at this time. ADJOURNMENT The meeting was adjourned in the name of Mike Spence, former Mayor and Councilman of the City of West Covina and local resident, 11-year-old Denise Alyna Saldete. Mayor Johnson provided a few words in honor of Mike Spence, former Mayor and Councilman of the City of West Covina. Councilwoman Letty Lopez-Viado provided a few words in honor of Denise Alyna Saldete and a certificate was presented to the family on behalf of the City of West Covina. He noted having met with the Chief of Police and Traffic Engineer regarding this issue and stated he would follow up with Council in the future to provide some constructive suggestions to help address the problem. Mayor Pro Tem Wu directed staff to follow up with the LED light that was reported to not be working. Councilmember Shewmaker stated that funds had previously been approved to repair the LED light. CITY MANAGER'S OFFICE 3) CONSIDERATION OF PLACING "SAY NO TO PANHANDLING" SIGNS IN DESIGNATED CITY AREAS -COUNCILWOMAN LOPEZ-VIADO CARRIED 5-0, to: direct the City Manager to install "Say No to Panhandlers" signs in designated areas within the City. 4) EVALUATION OF SENIOR DISCOUNT FOR CITY TRANSPORTATION- COUNCILMEMBER SHEWMAKER (Item 4 was pulled by Mayor Pro Tern Wu for separate discussion.) CARRIED 4-1 (WU NO), to: direct the City Manager to reduce the Dial A Ride and City Shuttle fare from $1.00 per ride (one way) to $0.50 per ride for seniors ages 55 and over. 5) APPROVAL OF AGREEMENT WITH MUNITEMPS FOR INTERIM HUMAN RESOURCES/RISK MANAGEMENT DIRECTOR SERVICES (Item 5 was removed from the Agenda by Interim City Manager Carmany.) 6) REQUEST FOR LETTER OF SUPPORT FOR SENATE BILL 751 (RUBIO) SAN GABRIEL VALLEY REGIONAL HOUSING TRUST -MAYOR JOHNSON CARRIED 5-0, to: direct the City Manager to send a letter of support to our legislative representatives for Senate Bill (SB) 751. COMMUNITY DEVELOPMENT 7) CONSIDERATION OF AMENDMENT OF CONTRACT FOR CITY ENGINEER SERVICES (WILLDAN) (Item 7 was pulled by Mayor Pro Tern Wu for separate discussion.) CARRIED 5-0, to: authorize the Interim City Manager to execute the First Amendment to the Agreement for Professional Services for City Engineer Services by Willdan in the amount of $50,000 for Fiscal Year 2018-19. 8) AWARD OF CONTRACT FOR ANNUAL CONCRETE REPAIR PROGRAM — PROJECT NO. SP-18003, SP-18030, AND SP-19002 Page 4 of 6 04/16/19 CC Regular Meeting Minutes CARRIED 5-0, to: authorize the Interim City Manager to execute a contract agreement with CT & T Concrete Paving, Inc., of Diamond Bar, California, in the amount of $126,213.34 for the Annual Concrete Repair Program. 9) CONSIDERATION OF APPROVAL OF AMENDMENT OF CONTRACT FOR BUILDING SERVICES (RKA) (Item 9 was pulled by Mayor Pro Tern Wu for separate discussion.) CARRIED 5-0, to: authorize the Interim City Manager to execute the Third Amendment to the Agreement for Professional Services for Building Services by RKA in the amount of $50,000 for Fiscal Year 2018-19. FINANCE DEPARTMENT 10) CONSIDERATION OF APPROVAL OF AMENDMENT OF FINANCIAL CONSULTANT SERVICES AGREEMENT (VTD) (Item 10 was pulled by Mayor Pro Tern Wu for separate discussion.) CARRIED 5-0, to: authorize the Interim City Manager to execute the Third Amendment to the Professional Services Agreement with Vavrinek, Trine, Day & Co., LLP. END OF CONSENT CALENDAR HEARINGS None DEPARTMENTAL REGULAR MATTERS COMMUNITY DEVELOPMENT 11) DISCUSSION REGARDING SHOPPING CART CONTAINMENT Community Development Director Anderson provided the report and responded to questions from Council. ACTION: MOTION BY COUNCILMEMBER SHEWMAKER AND SECONDED BY MAYOR PRO TEM WU, CARRIED 5-0, to: direct staff to prepare an ordinance and start the process of hiring a cart removal company. CITY COUNCIL REQUESTS FOR REPORTS, STUDIES OR INVESTIGATION None. ADJOURNMENT The Regular Meeting was adjourned at 9:01 p.m., Mayor Johnson in the name of Mike Spence, former Mayor and Councilman of the City of West Covina and local resident, 11-year-old Denise Alyna Saldete. The next regularly scheduled Regular City Council Meeting will be held on Tuesday, May 7, 2019 at 7:00 p.m. to be held in the Council Chambers, 1444 West Garvey Avenue South, West Covina, California.
