CONTINUED FROM MARCH 24, 2015 ZONE CHANGE NO. 14-03 TENTATIVE TRACT MAP NO. 73043 MITIGATED NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT APPLICANT: City Ventures (Kim Hesse) LOCATION: 424 South Lark Ellen Avenue REQUEST: Request for approval of a zone change from "Single Family Residential to "Specific Plan" and a Tentative Tract Map to subdivide the 2.92-acre parcel into 22 lots to construct 22 single-family, four and five bedroom residential units with attached parking garages. Kim Hesse, applicant, and Phil Kerr, representing City Ventures; spoke in favor of the project. Marta Allen, Eugenia Tury-Garman and Irene Fleck spoke in opposition. Motion by Castellanos, seconded by Blackburn, to adopt Resolution No. 15-5736, recommending certification of the Mitigated Negative Declaration of Environmental Impact to the City Council. Motion carried 4-0 (Holtz absent.) Motion by Castellanos, seconded by Blackburn, to adopt Resolution No. 15-5737, recommending to the City Council approval of Zone Change No. 14-03. Motion carried 4-0 (Holtz absent.) Motion by Castellanos, seconded by Blackburn, to adopt Resolution No. 15-5738, recommending approval of Tentative Tract Map No. 73043 to the City Council. ADMINISTRATIVE USE PERMIT NO. 14-41 CATEGORICAL EXEMPTION APPLICANT: Robert Contreras LOCATION: 2736 East Larkwood Street REQUEST: Request for an administrative use permit to construct a 1,023- square foot detached two -car garage/workshop on the southwest side of the property. There is currently a 546-square foot detached two -car garage located on the property. Robert Contreras, applicant, spoke in favor of the project. CONDITIONAL USE PERMIT NO. 15-01 CATEGORICAL EXEMPTION APPLICANT: Jorge and Guadalupe Gonzalez LOCATION: 825 East Francisquito Avenue REQUEST: Request to demolish an existing 1,262 square foot, one-story single family residence and a 407-square foot detached two -car garage located on a 13,983 square foot lot and construct a new 5,573 square foot, two-story, single-family residence, including an 831 square foot attached, three -car garage in its place. The existing single-family residence was constructed in 1950 and features 3 bedrooms and one bathroom. The new single-family residence will feature 5 bedrooms and 6 bathrooms. Ed Cruz, contractor, spoke in favor of the project. Lisa Millan Salinas, Sue Augino, Lloyd Johnson, Herb Redholtz, and Julie Jen spoke in opposition. Motion by Blackburn, seconded by Valles, to continue the public hearing to allow the applicant to redesign and reduce the size of the proposed home. Motion carried 4-0 (Holtz absent.) NON -HEARING ITEMS 6. STUDY SESSION — CODE AMENDMENT NO. 14-01 ADULT -ORIENTED BUSINESSES Staff was directed to bring a draft ordinance to the Planning Commission for their consideration.
