V. BUSINESS ITEM(S):
A. Recognized Obligation Payment Schedule and Successor Agency
Administrative Budget.
Assembly Bill 1X 26 (AB 1X26) requires the preparation of a Schedules of
Distribution of Future Tax Revenues also known as the Recognized Obligation
Payment Schedules (ROPS) for a six (6) month period. Included within the
ROPS is the Successor Agency Administrative Budget for the same six month
period. Assembly Bill 1484 (AB 1484) requires the approved ROPS to be
submitted to Los Angeles County Auditor Controller, the State Controller
and the State Department of Finance by September 1, 2012. The ROPS lists
enforceable obligations of the Successor Agency and must be approved by
the Oversight Board. The ROPS submitted for Board consideration is for the
period of January 1, 2013 through June 30, 2013.
Recommended Action
It is recommended that the Oversight Board review and approve Resolution No. 013-
0011, approving the Schedules of Distribution of Future Tax Revenues (also
known as the Recognized Obligation Payment Schedules "ROPS") and
Administrative Budget for the period January 1, 2013 through June 30, 2013.
B. Change in Oversight Board Meeting Date for September 6, 2012
Due to a scheduling conflict with the City of West Covina Day at the Fair (from
12:00 p.m. to 6:30 p.m.), Successor Agency staff is recommending changing the
date of Oversight Board meeting scheduled for September 6, 2012. The meeting
can be canceled or changed to another date in which all Oversight Board
Members are available.
Recommended Action
It is recommended that the Oversight Board consider changing or cancelling the
Oversight Board meeting scheduled for September 6, 2012.
C. Review of RFQ Responses for Legal Services for the West Covina
Oversight Board
Recommended Action
It is recommended that the Oversight Board provide direction to negotiate a
contract with the selected law firm.
