Any person wishing to address the City Council on any matter listed on the agenda or on any other matter within

4) Ordinance for Adoption
Registration, Maintenance and .Security of Properties in Foreclosure
This ordinance was introduced at the City Council meeting of October 16, 2012. The
purpose of this, ordinance is to require the beneficiaries or trustees of abandoned
properties due to foreclosure by financial institutions. to register their foreclosed
properties in order to track the properties and require securing and maintaining the
properties: The ordinance also establishes measures to monitor foreclosed properties
owned by a corporation and/or out -of -area beneficiary, trustee, or owner.
The ordinance will.becorne effective.30 days after adoption on December 20, 2012. It is
recommended that the City Council adopt the following ordinance:

Traffic Committee Recommendations:
That a no left turn (R3-2) sign be installed on eastbound Eldred Avenue on an existing
street light pole in front of 1640 West Eldred Avenue.
That a right turn only (R3-5R) sign be installed at the exit of the westerly parking lot.

6) Appointment of City Council/City Staff Representative to San Gabriel Valley
Mosquito & Vector Control District Board of Trustees
It is recommended that the City Council re -appoint Mayor Pro Tern Shelley Sanderson to
the San Gabriel Valley Mosquito & Vector Control District Board of Trustees to a two-
year term.
FINANCE DEPARTMENT
7) 2011-1.2 and 2012-13 Fiscal Years Budget Update
It is recommended that the City Council:
1. Receive and file the budget update.
2. Appropriate $17,000 of Asset Forfeittire funds for replacement of the Police
Department phone system.
J. Appropriate $8,000 from the Sewer Fund reserves and $8,000 from the Gas Tax Fund
reserves for replacement -of the Maintenance Yard .phone system.
FIRE DEPARTMENT
8) United States Department of Homeland Security Grant Funds for Terrorism Liaison
Officer Training
It is recommended that the City Council take the following actions:
1. Accept United Staten Department of Homeland Security, 2011 Homeland Security
Grant Program funding for Fire Department Terrorism Liaison Officer (TLO)
training.
2. Appropriate $7,616.00 to Account No. 227.32.3212.5113 (Personnel), and $1,080 to
Account No. 227.32.3212.6050 (Allowances).

9) Change in PERS Medical Contract Health Contribution for the Police Management

change in the Safety medical benefits to comply with the California Public Employees'
Retirement System Public Employees' Medical and Hospital Care Act in accordance with
their corresponding Memoranda of Understanding.

1. Adopt Resolution of Intention to approve an amendment to contract between the
Board of Administration of the California Public Employees' Retirement System
(CalPERS) and the West Covina City Council, and;
2. Authorize the City Clerk to execute required CalPERS certifications and documents
for local police members entering membership for the first time in the police
classification (Safety), amending the retirement benefit to 3% @ 55. .

11) Extension of Contracts for Janitorial. Services and Bus Shelter Maintenance
It is recommended that the City Council:
1. Approve a three-year contract extension with Valley Light Industries for janitorial
services with an option oftwo additional one-year extensions. The extension
includes an increase in annual contract amount from $85,925.28 .to. $88,503.04
effective January 1, 2013, annual CPI adjustments, and an increase if State minimum
wage is increased.
2. Approve a three-year contract extension with Valley Light Industries, for the cleaning
of 88 City -owned bus shelters and 14 "Big . Belly" solar trash compactors once a
week, with an option of two additional one-year extensions. The contract amount
includes an increase from $10.24 to $10.65 per shelter, for a total contract price of
$44,985.60 annually effective January 1, 2013, annual CPI adjustments, and an
increase if State rninimum wage is increased.

RULES OF DECORUM
The following are excerpts from the West Covina M inicipal Code:
Sec. 2-48. Manner of addressing council; time limit; persons addressing may be sworn.
(a) Each person addressing the council shall step up to the rostrum, shall give his or her name and city of
residence in any audible tone of voice for the record and unless further time is granted by the council, shall
limit his or her address to five (5) minutes.
(b) The city council may establish a limit oil the duration of oral communications.
(c) All remarks shall be addressed to the council as a body and not to any member thereof. No person, other
than the council and the person having the floor, shall be permitted to enter into any discussion, either
directly or through a member of the council, without the permission of the presiding officer. No question
shall be asked of a councilmember except through the presiding officer.
(d) The presiding officer may require any person to be sworn as a witness before addressing the council on any
subject. Any such person who, having taken an oath.that.he or she will testify truthfully, willfully and
contrary to such oath states as true any material matter which he knows to be false may be held to answer
criminally and subject to the penalty prescribed for perjury by the provisions of the Penal Code of the state.
Sec. 2-50. Decorum --Required.
(a) While the council is in session, the members must preserve order and decorum, and a member shall neither,
by conversation or otherwise, delay or interrupt the proceedings or the peace of the council nor disturb any
member while speaking or refuse to.,obey the orders of the council or its presiding officer, except as
otherwise herein provided.
(b) Any person' making personal, impertinent or slanderous remarks or who shall become boisterous while
addressing the Council shall be forthwith, by the presiding officer, barred from further audience before the
council, unless permission to continue be granted by a majority vote of the council.
Sec. 2-52. Persons authorized to be within council area.
No person, except city officials, their representatives and members of the news media shall be permitted within
the rail in front of the council chamber without the express consent of the council.

148(a) (1) Every Person who willfully resists, delays, or obstructs any public officer, peace officer, or an
emergency medical technician, as.defined in Division 2.5 (commencing with Section 1797) of the Health
and Safety cocle, in the discharge or attempt to discharge any duty of his or her office or employment,
when no other punishment is prescribed, shall be punished by a tine not exceeding one thousand dollars
($1,000), or by imprisonment, in a county jail not to exceed one year, or by both that fine and
imprisonment.
403 Every person who, without authority of law, willfully disturbs or breaks up any assembly or meeting that
is not unlawful in its character, other than an assembly or meeting referred to in Section 303 of the Penal
Code or Section 18340 of the Elections Code, is guilty of a misdemeanor.
