A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, ADOPTING THE PROPOSED
MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY AND
THE WEST COVINA FIRE MANAGEMENT ASSOCIATION; AND
AMENDING COMPENSATION AND BENEFITS FOR CLASSES
REPRESENTED BY THE FIRE MANAGEMENT ASSOCIATION
WHEREAS, the City of West Covina has met and conferred with the Fire Management
Association (FMA).
WHEREAS, the City and the FMA have agreed upon certain changes to salary, benefits,
and terms and conditions of employment in agreed upon Memorandum of Understanding
(MOU), as outlined in Attachment A; and
WHEREAS, the MOU has been referred to the City Council.
NOW, THEREFORE, the City Council of the City of West Covina does hereby resolve
as follows:
SECTION 1. Term: Memorandum of Understanding is for a three (3) year term beginning
July 1, 2007, and shall remain in full force and effect through midnight, June 30, 2010.
SECTION 2. Salary: Effective the first day of the pay period beginning on or after July 1,
2007, unit members shall receive a four -and -one-half percent (4.5%) salary increase. Effective
the first day of the pay period beginning on or after July 1, 2008, unit members shall receive a
five percent (5%) salary increase. Effective the first day of the pay period beginning on or after
January 1, 2010, unit members shall receive a five percent (5%) salary increase.
SECTION 3. Fire Officer Certification Pay: Effective the first day of the pay period
beginning on or after July 1, 2007, unit employees shall receive four percent (4%) above base
salary for maintaining State Fire Officer Certification.
SECTION 4. Promotion Pay (Captain to Assistant Fire Chief): Employees promoted from
Captain to Assistant Chief shall receive a salary that, when combined with special pays, results
in a minimum increase of ten percent (10%) above the total amount of salary and special pays
they received in the Captain position. The calculation of this increase will exclude deferred
compensation, overtime pay, and FLSA pay.
SECTION 5. Deferred Compensation: Effective July 1, 2007, the City shall contribute for
each Fire Management unit employee, one hundred and fifty dollars ($150.00) per month to a
deferred compensation plan.
SECTION 6. Fire Service Seniority Pay (Longevity): Currently (since July 1, 2004), the
City has provided additional compensation to recognize years of sworn fire service as follows:
10 years of service: 2% of base salary
15 years of service: 3% of base salary
20 years of service: 4.5% of base salary
25 + years of service: 7% of base salary
Effective July 1, 2008, all sworn fire personnel covered by this agreement shall include up to five
(5) years of service from other full-time paid fire suppression positions with a comparable fire
agency in determining eligibility.
SECTION 7. Uniform Allowance: Effective January 1, 2009, the City shall increase the
uniform allowance from $550 per year to $750 per year.
SECTION 8. Retiree Health Savings Plan: Effective January 1, 2010, the Association agrees
to participate in a Retiree Health Savings plan with an employee contribution of $50 per month.

SECTION 9. Retiree Medical: Effective July 1, 2008, the City will increase the amount
contributed towards the payment of health insurance premiums for eligible retirees from $550
per month to $625 per month. Effective January 1, 2009, the City will increase the amount
contributed towards the payment of health insurance premiums for eligible retirees to $700 per
month. Effective January 1, 2010, the City shall increase the amount contributed towards the
payment of health insurance premiums for eligible retirees to the Kaiser E + 1 (two party) LA
Region premium. Survivor continuance will comply with Ca1PERS regulations.
SECTION 10. Vacation Accrual: The vacation accrual cap of 480 hours shall increase by 36
hours to a maximum of 516 hours.
SECTION 11. Holiday Pay/Holiday Leave (Comp) Time: Currently holidays are paid at 12
hours per month. Effective January 1, 2009, an employee may elect to receive 8 hours comp
time per month in lieu of the 12 hours of holiday pay per month.
SECTION 12. The City Clerk shall certify to the adoption of this Resolution.
