Resolution - 2008-62RESOLUTION NO.2008-62 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA DECLARING ITS OPPOSITION TO THE CONVERSION OF HIGH OCCUPANCY VEHICLE LANES TO HIGH OCCUPANCY TOLL LANES ON INTERSTATE 10. WHEREAS, the City of West Covina is supportive of regional and statewide efforts to relieve traffic congestion, promote public transportation, and improve public safety on our highways; and WHEREAS, the City of West Covina believes that converting the high occupancy vehicle (HOV) lanes -to high occupancy toll (HOT) lanes will create a significant impact to local streets and highways from those commuters who do not want to pay the toll; and WHEREAS, the lane conversion program will increase congestion of non -HOT lanes making regional congestion and freight movement worse along these corridors; and WHEREAS, the fee to use the HOT lanes funds regional transportation projects and places an unfair financial burden on commuters. NOW, THEREFORE, IT IS HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF WEST COVINA AS FOLLOWS: SECTION 1. The City of West Covina hereby declares its opposition to the conversion of the high occupancy vehicle (HOV) lanes of Interstate 10 to high occupancy toll (HOT) lanes; and SECTION 2. That the City Clerk shall certify to the adoption of this Resolution and forward a copy to the Los Angeles County Metropolitan Transportation Authority (MTA), California Department of Transportation (CalTrans) and all federal, State, and Los Angeles County elected officials representing West Covina; and SECTION 3. That this resolution shall become effective immediately upon passage and adoption. APPROVED AND ADOPTED on this 29th day of September 2008.
