RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, CERTIFYING TO THE GOVERNOR THAT NO
NON-PROFIT CORPORATIONS OR ASSOCIATIONS ARE READILY
AVAILABILE IN THE SERVICE AREA TO PROVIDE THE PROPOSED
DIAL -A -RIDE SERVICE TO ELIGIBLE WEST COVINA RESIDENTS
WHEREAS, the Congress under Title 49 U.S.C. 5310 has authorized the establishment of
a federal Elderly & Disabled Specialized Transit Grant program, providing matching funds for
elderly and disabled specialized transit programs to private non-profit corporations or public
agencies where no private non -profits are readily available; and
WHEREAS, the California Department of Transportation is responsible for
administration of the program in the state, setting up necessary rules and procedures governing
applications by organizations and agencies under the program; and
WHEREAS, said adopted procedures established by Title 49 U.S.C. 5310(a)(2) require
that public agencies certify by resolution that no non-profit agencies are readily available to
provide comparable dial -a -ride services to West Covina residents that are 55 years or older or
have a physician -certified disability within the service area. The service area includes the West
Covina city limits and up to three miles outside city limits for medical trips; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of West Covina
hereby:
1. Approves the filing of an application for the federal Elderly & Disabled Specialized
Transit Grant program; and
2. Certifies that no non-profit agencies are readily available to provide comparable dial -a -
ride services to West Covina residents that are 55 years or older or have a physician -
certified disability within the service area. The service area includes the West Covina city
limits and up to three miles outside city limits for medical trips.
3. Appoints the Community Services Director or designee as agent of the applicant to
conduct all negotiations, and execute, and submit all documents including, but not limited
to applications, contracts, amendments, payment requests, and compliance with all
applicable current state and federal laws which may be necessary for the completion of
the aforementioned project.
