A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, ADOPTING THE PROPOSED MEMORANDUM OF
UNDERSTANDING BETWEEN THE CITY AND THE WEST COVINA POLICE
MANAGEMENT ASSOCIATION; AND FIXING COMPENSATION AND
BENEFITS FOR CLASSES REPRESENTED BY THE POLICE MANAGEMENT
ASSOCIATION
WHEREAS, the City of West Covina has met and conferred with the West Covina Police
Management Association (PMA); and
WHEREAS, the City and the PMA have agreed upon certain changes to salary, benefits,
and terms and conditions of employment in an agreed upon Memorandum of Understanding
(MOU), as outlined in Attachment A; and
WHEREAS, the MOU has been referred to the City Council.
NOW, THEREFORE, the City Council of the City of West Covina does hereby resolve
as follows:
SECTION 1. Term: Memorandum of Understanding is for a two year and eleven -month term,
commencing August 1, 2007 and shall remain in full force and effect through
midnight, June 30, 2010.
SECTION 2. Salary: Effective the first day of the pay period beginning on or after August 1,
2007, unit members shall receive a 6% salary increase. Effective the first day of
the pay period beginning on or after July 1, 2008, unit members shall receive a
6% salary increase, with the understanding that, in exchange for changing
education incentive from a flat rate to a percentage rate, unit members shall
receive a 4% salary reduction. Effective the first day of the pay period beginning
on or after July 1, 2009, unit members shall receive a 2.5% salary increase.
Effective the first day of the pay period beginning on or after January 1, 2010,
unit members shall receive a 2.5% salary increase.
SECTION 3. Senior Officer Pay (Longevity): Effective the first day of the pay period
beginning on or after August 1, 2007, in recognition of continuous sworn service,
the City shall provide additional compensation for years of service as follows:
10 years of service: 2% of base salary
15 years of service: 3% of base salary
20 years of service: 4.5% of base salary
25 + years of service: 7% of base salary
SECTION 4. Deferred Compensation Pay: Effective August 1, 2007, the City shall increase
the deferred compensation monthly amount from $150 to $250 for Police
Commanders, and from $100 to $200 for Police Lieutenants.
SECTION 5. Uniform Allowance: Effective January 1, 2010, the City shall increase the
uniform allowance from $900 per year to $1000 per year.
SECTION 6. Medical: Kaiser Full Family Premium (Employee plus 2) to be maintained, as
per current MOU. Survivor continuance will comply with CalPERS regulations.
SECTION 7. Retiree Medical: Effective July 1, 2008, the City shall increase the amount
contributed towards the payment of health insurance premiums for eligible
retirees to the Kaiser + I Premium. Survivor continuance will comply with
CalPERS regulations.
SECTION 8. Dental: Effective the first day of the month following execution of this
agreement, the City shall provide up to $53.28 per month to offset the cost of
dental insurance.

SECTION 9. Vision: Effective the first day of the month following execution of this
agreement, the City shall pay up to $40.04 per month for a vision plan for
employees and eligible dependents.
SECTION 10. Education Incentive: Effective July 12, 2008, unit employees shall be eligible
for the following educational incentives, following the month in which the degree
or certificate is obtained.
Associate of Arts Degree or equivalent — 2% of base salary
Advanced POST Certificate — 2% of base salary
Associate of Arts Degree or equivalent plus Advanced POST Certificate —
4% of base salary
Bachelor's Degree — 4%
Bachelor's Degree plus Advanced POST Certificate — 6% of base salary
Master's Degree — 4% of base salary
Master's Degree plus Advanced POST — 8% of base salary
SECTION 11. Tuition Reimbursement: Effective July 1, 2008, the City shall increase the
tuition reimbursement pay up to the equivalent of yearly costs for seven (7) units
at the California State University Los Angeles rate.
SECTION 12. Court Call -Back Pay: Effective July 1, 2009, the City shall increase the
minimum guarantee for call-back court time from 3 hours to 4 hours.
SECTION 13. Compensatory Time: Effective August 1, 2008, the maximum accumulation for
compensatory time shall increase by 40 hours, to a maximum of 120 hours.
SECTION 14. Vacation Accrual: Effective August 1, 2008, the vacation accrual cap of 320
hours shall increase by 80 hours to a maximum of 400 hours, depending on years
of service.
SECTION 15. The City Clerk shall certify to the adoption of this Resolution.
