Resolution - 2008-47RESOLUTION NO. 2008-47 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, FINDING THAT A WATER SHORTAGE EXISTS AND IMPLEMENTING A VOLUNTARY WATER CONSERVATION PROGRAM TO REDUCE WATER CONSUMPTION WHEREAS, the City Council of the City of West Covina is aware of the critical water shortage; and WHEREAS, precipitation has been substantially below normal in the watersheds of the imported water supplies serving Southern California, and many communities in the State will suffer water shortages; and WHEREAS, the State Department of Water Resources has declared a drought condition exists throughout the State; and WHEREAS, the Metropolitan Water District (MWD) is recommending that cities enact water conservation measures to reduce water consumption; and WHEREAS, the City of West Covina lies within MDW'S service area and receives all its water from MWD via the Upper San Gabriel Valley Water District connections; and NOW, THEREFORE, the City Council of the City of West Covina, California, does hereby resolves as follows: SECTION 1. The City Council finds that a water shortage exists. SECTION 2. The City Council urges its residents to reduce their water consumption by making voluntary water -saving efforts such as those listed below: 1. Adjust sprinklers and irrigation systems to avoid overspray, runoff, and waste. 2. Avoid watering in the hot part of the day and/or during morning and evening peak hours, and avoid watering on windy days. 3. Install/replace landscaping with drought tolerant trees and plants and water saving irrigation systems; mulch around plants to hold water in soil. 4. Shut off decorative fountains unless a water recycling system is used. 5. Do not hose down driveways, sidewalks, and other paved surfaces. 6. Install pool and spa covers to minimize water loss due to evaporation. 7. Do not allow water to run while washing the car; use hose with an automatic cutoff valve. 8. Turn off water while brushing teeth and scrubbing dishes. 9. Retrofit indoor plumbing fixtures such as showerheads and toilets with low -flow devices. 10. Check faucets, toilets, and pipes, both indoor and outdoor for leaks and repair immediately. 11. Use energy efficient appliances. 12. Take shorter showers. Resolution No. 2008-47 Page 2 SECTION 3.
