A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, ADOPTING GENERAL PLAN
AMENDMENT NO. IV-89-13 (LAND USE ELEMENT) TO THE
GENERAL PLAN.
(San Gabriel Valley Surgical Center Building Partnership)
WHEREAS, there was filed with the City of West Covina a request
for a General Plan land use redesignation from:
"Low -Medium Density Residential" to "Office"
(Exhibit 1)
on that certain property generally described as follows:
Lots 37 and 38 of Tract 24914, in the City of West
Covina, as per Map recorded in Book 646 Pages 88
and 89 of Maps, in the Office of the County
Recorder; and
WHEREAS, the aforesaid applicant has submitted a request for a
change of zone from "Single -Family Residential (R-1), Area District
II" to "Office -Professional (0-P);" and
WHEREAS, the proposed General Plan Amendment does not conflict
with, and is consistent with the adopted elements of the West Covina
General Plan; and
WHEREAS, this General Plan Amendment application is submitted in
conjunction with a request for a zone change from "Neighborhood -
Commercial (N-C)" and "Single -Family Residential (R-1), Area District
II" to "Office -Professional (O-P)," a revision to a precise plan, an
unclassified use permit, and a request for a tentative parcel map;and
WHEREAS, the Planning Commission adopted Resolution No. 12-89-3805
recommending to the City Council adoption of General Plan Amendment
No. IV-89-13; and
WHEREAS, on December 11, 1989, the City Council conducted a duly
noticed public hearing to consider General Plan Amendment
No.IV-89-13; and
WHEREAS, the City Council of West Covina has considered evidence
presented by the applicant, the Planning Department, the Planning
Commission, and other interested parties at said public hearing held
on December 11, 1989; and
NOW, THEREFORE, the City Council of the City of West Covina does
hereby resolve as follows:
SECTION NO. 1: Based on the evidence presented, both oral and
documentary, General Plan Amendment No. IV-89-13 (Land Use Element)
is adopted, changing the land use designation from "Low -Medium
Density Residential" to "Office" (Exhibit 1), subject to the
condition that General Plan Amendment IV-89-13 shall not become
effective until the applicant shows proof, to the satisfaction of the
Planning Director, that Final Map No. 21595 has been recorded with
the Los Angeles County Recorder.
SECTION NO. 2: A Negative Declaration of Environmental Impact
has been prepared in accordance with the California Environmental
Quality Act of 1970, as amended.

SECTION NO. 3: The City Clerk shall certify to the adoption of
this resolution.
