A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST • COVINA, CALIFORNIA, AMENDING RESOLUTION NO. 7223 RELATING TO CLASSIFICATIONS AND COMPENSATION, AS AMENDED, AND APPROVING THE NEW CLASSIFICATION FOR INFORMATION SYSTEMS MANAGER. WHEREAS, the Finance Department has clarified the duties needed in the Data Processing areas; and WHEREAS, the title of Information Systems Manager is deemed to be appropriate for the position; and WHEREAS, the Personnel Commission has reviewed and recommends approval of the new class specification for Information Systems Manager; NOW, THEREFORE, the City Council of the City of West Covina, California does resolve as follows: SECTION 1. That the class specification for Information Systems Manager, attached and marked "Exhibit A", is hereby adopted. SECTION 2. That a salary range for Information Systems Manager of $3059 - $4128 is hereby adopted. SECTION 3. Resolution 7223, as amended, relating to classification and compensation of position, is hereby further amended by this resolution. SECTION 4. The effective date of this resolution is August 1, 1989. AYES: Councilmembers: Tarozzi, McFadden, Manners, Lewis, Bacon NOES: Councilmembers: None ABSENT: Councilmembers: None APPROVED AS TO FORM: % • U City Cler City Att&ney ` R2.08 CITY OF WEST COUINA INFORMATION SYSTEMS MANAGER CLASS SPECIFICATION AUGUST 1989 REPLACES: DATA PROCESSING MGR. • Job Summarli Under general direction, to plan, organize and direct the Data Processing section of the Finance Department, in providing City-wide (excluding Public Safety) data processing and information management services; to coordinate and facilitate an integrated City-wide data base; to direct the acquisition, installation, development and enhancement of software and equipment; and to coordinate services with other City departments. Manages and supervises support staff to accomplish tasks of section. Representative Duties Duties include, but are not limited to the following: 1. Develops, plans, implements and administer section goals and objectives as well as policies and procedures necessary to provide data processing and information management services to City departments; approves new or modified programs, systems, policies and procedures. 2. Recommends appointments; trains, motivates and evaluates staff; establishes and monitors employee performance and objectives; prepares and presents employee performance reviews; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures; may recommend employee termination; approves time and attendance records. 3. Identifies and assesses City-wide data management needs and develops alternative solutions; directs the design and implementation of systems and procedures for improving efficiency of operations; initiates, implements and maintains a comprehensive data management program including systems analysis, design/development, testing, documentation, computer operations and technical support. 4. Supervises and participates in long-range information services planning; forecasts and analyzes City needs in terms of systems andhardware development. Provides technical assistance in evaluation and selection of data management hardware and software. 5. Establishes system development standards, computer documentation standards and computer operation standards. Ensures security and integrity of City-wide systems by maintaining effective internal controls. Exhibit "A" ReSo 935� 6. Maintains knowledge of current data processing, management and supervision theories and practices; may attend and participate in meetings with City staff, vendors, City Council/Commissioners and .other public or private agencies. i. Prepares section budget requests, prepares proposed fiscal year work plans; implements and administers the approved budget; recommends the purchase of computer equipment and application • software City-wide. QUALIFICATIONS GUIDE Training and Experience Any combination of experience and education that would likely provide the required knowledge and abilities. A typical way to obtain the knowledge and abilities would be: Experience: Five years of progressively responsible experience in data processing activities, threeof which involve supervisory and administrative duties. Education: Graduation from a four year college or university with a major in computer science, public or business administration, data processing or related field. Experience above the minimum can be substituted on a year -for -year basis to a maximum of 2 years. Knowledge and Abilities Knowledge of hardware in order to recommend acquisition and maintenance of equipment. Knowledge of software to participate in systems analysis, design, development, testing, and maintenance of computer programs. Ability to handle overall responsibility to coordinate, direct and evaluate the performance of personnel and equipment. Ability to establish and maintain effective working relationships with department personnel, computer system users and vendors.
